Submission of application forms for participation in auction is carried out in accordance with the decree of the Government of the Republic of Kazakhstan dated 9 August 2011 No. 920 "About approval of Rules of sale of objects of privatization" and the order of the Minister of national economy of the Republic of Kazakhstan from March 31, 2015 No. 290 "On approval of Rules of organization and tendering (tenders, auctions) on sale of land plot or right to lease the land, including in electronic form".
Submission and registration of bids for participation in the auction is carried out from the date of publication of the auction announcement on the web portal of the registry and ends two hours before the auction, after which participants can not withdraw the submitted bid.
To participate in the auction, you must first register on the registry's web portal and specify:
1) for individuals: individual identification number (hereinafter-IIN), surname, first name and patronymic (if available);
2) for legal entities: business identification number (hereinafter-BIN), full name, surname, first name and patronymic (if any) of the first head;
3) Bank account details in the second-level Bank for the refund of the guarantee fee;
4) contact information (postal address, phone, Fax, e-mail).
To register as an auction participant, you must register an application for participation signed by the participant's EDS on the registry's web portal.
ATTENTION! The grounds for refusal by the registry's web portal to accept an application are non-compliance by the participant with the requirements specified in the notice, as well as failure to receive the guarantee fee specified in the auction notice two hours before the auction starts.
Based on the results of automatic verification, the registry web portal sends an electronic notification of acceptance of the application or reasons for refusal to accept the application to the participant's email address specified on the registry web portal.
The participant admitted to the auction is granted access to the auction hall by the auction number assigned by the registry's web portal.
Auction participants enter the auction hall within one hour before the auction starts, using their digital signature and auction number. The auction begins at the time specified in the notice of auction in Nur-Sultan city by automatically placing the starting price of the object of sale in the auction hall.
The results of the auction for each sold object of sale are made out by an electronic Protocol on the results of the auction, which is signed on the web portal of the register by the seller and the winner using EDS on the day of the auction.
The auction results Protocol is a document that records the results of the auction and the obligations of the winner and seller to sign the contract of sale of the object of sale at the sale price.
The purchase and sale agreement or lease agreement is concluded in electronic format on the web portal of the register and is signed by the seller and buyer using EDS within a period of no more than ten calendar days from the date of signing the Protocol on the results of the auction. At the same time, the seller submits to the buyer a draft contract of sale for signing within no more than five calendar days from the date of signing the Protocol on the results of the auction.
