1. General provisions
1. the State institution "Department of employment and social programs of the city of Balkhash" (hereinafter – the Department) is a state body of the Republic of Kazakhstan that provides guidance in the field of employment and social protection of the population.
2. the State institution "Department of employment and social programs of the city of Balkhash" has an office: the municipal state institution "employment Center of the city of Balkhash akimat".
3. State institution "Department of employment and social programs in Balkhash town"realizes its activity in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of President, Government of the Republic of Kazakhstan, other regulatory legal acts and these regulations.
4. State institution "Department of employment and social programs in Balkhash town" is a legal entity the legal form of public institution, has seals and stamps with its name in state language, forms of the established sample, and also in accordance with the legislation of the Republic of Kazakhstan accounts in the Treasury bodies.
5. the State institution "Department of employment and social programs of the city of Balkhash" enters into civil relations on its own behalf.
6. the State institution "Department of employment and social programs of the city of Balkhash" has the right to act as a party to civil relations on behalf of the state, if it is authorized to do so in accordance with the law.
7. State institution "Department of employment and social programs in Balkhash town" on questions of its competence in accordance with legislation makes decisions orders of the head of the state institution "Department of employment and social programs in Balkhash town" and other acts, stipulated by the legislation of the Republic of Kazakhstan.
8. the Structure and staff limit of the state institution "Department of employment and social programs of the city of Balkhash" are approved in accordance with the current legislation of the Republic of Kazakhstan.

11. This Regulation is the constituent document of the state institution "Department of employment and social programs of the city of Balkhash".
12. Financing of activity of state institution "Department of employment and social programs in Balkhash town" is realized from local budget of Balkhash town.
13. State institution "Department of employment and social programs in Balkhash town" is forbidden to enter contractual relations with entrepreneurial entities for the matter of performing of the duties which are functions of the state institution "Department of employment and social programs in Balkhash town".
14.If the state institution "Department of employment and social programs of the city of Balkhash" is granted the right to carry out income-generating activities by legislative acts, then the income received from such activities is directed to the state budget revenue.
2. Mission, main tasks, functions, rights and
responsibilities of a state institution
14. Mission of the state institution:Effective implementation of the state employment policy and provision of high-quality social protection services to the population.
15. Tasks:
1) implementation of the state policy in the field of employment and social protection of the population;
2) improving the social security system;
3) development of social partnership, socio-economic and labor relations.
16. Functions:
16.1. Department Functions:
1) Develops draft normative legal acts on social protection and employment of the population
2) Develop and implement social programs in the field of social protection and employment of the population;
3) Analyzes, forecasts the demand and supply of a part of the labor force, informs local Executive bodies and the authorized body for employment of the population about the state of the labor market;
4) Participates in the formation of databases of the unified information system of the social and labor sphere on current vacancies and the forecast of jobs created in the context of popular specialties in projects implemented within the framework of state, government and territorial development programs, as well as private sector initiatives;
5) Develops measures of social protection against unemployment and ensuring employment of the population, organizes active measures to promote employment of the population;
6) Organize the creation of special jobs for the employment of disabled people;
7) Requests from the structural divisions of local Executive bodies for education, educational organizations, training centers at organizations that have the right to educational activities and carry out vocational training, information about the employment of graduates, information about the professions (specialties) for which training is conducted, the number of trained and planned to train and graduate specialists in specific professions (specialties);
8) Submit proposals to local Executive bodies on the definition of localities for voluntary relocation of persons in order to increase the mobility of the labor force;
9) Coordinates the work of the center of employment of the population;
10) Requests information from employers about the projected need for personnel;
11) Carries out monitoring of risks of the release and reduction of workplaces;
12) Registers job seekers as unemployed;
13) the Appointee makes payments of social benefits provided for by the legislation of the Republic of Kazakhstan, and provides other types of social assistance at the expense of the local budget;
14) Organize work on providing social assistance to certain categories of citizens in need of social support;
15) organizes Work on the implementation of the legislation of the Republic of Kazakhstan on social protection of disabled persons, participants and invalids of the great Patriotic war and persons equated to them;
16) Provides social rehabilitation of disabled persons in accordance with the individual rehabilitation program of the disabled person;
17) Provide additional measures of social support to disabled persons, provided for by the legislation of the Republic of Kazakhstan;
18) Exercise in the interests of local government other powers assigned to local Executive bodies by the legislation of the Republic of Kazakhstan;
19) Organizes social services at home for single elderly citizens and disabled people, children with disabilities;
20) provides assistance in organizing and conducting charitable actions to help low-income citizens;
21) Ensures the work of the city's tripartite Commission on social partnership;
22) Performs other functions assigned to the state institution in accordance with the current legislation of the Republic of Kazakhstan.
16.2. functions of departments:
1) assess the state and forecast the development of employment, inform the population about the state of the labor market;
2) implement active employment promotion measures provided for by Law, as well as additional employment promotion measures financed from the budget;
3) register applicants as job seekers in accordance with article 13 of this Law;
4) accepts documents, the list of which is established by the authorized body for employment of the population, necessary for the appointment of social benefits in case of job loss at the expense of the State social insurance Fund, and sends them to the State Corporation;
5) provides services for social and professional orientation;
6) provides assistance to job seekers and the unemployed in selecting a suitable job with mandatory notification of the availability of a suitable job when visiting or contacting them in person using information and communication technologies and (or) a mobile network subscriber device;
7) interacts with the State social insurance Fund;
8) keeps records of available jobs (vacancies);
9) maintains an individual employment card;
10) sign social contracts;
11) provides labor mediation to job seekers, unemployed and other applicants;
11-1) issue a certificate of registration as an unemployed person free of charge;
11-2) outsource services in the field of employment of the population at the expense of budget funds in respect of registered unemployed and without charging them for services rendered in the manner determined by the authorized body for employment of the population;
11-3) monitors and controls the implementation of the contract on outsourcing of employment services;
12) provides other measures to promote employment provided by the legislation of the Republic of Kazakhstan on employment of the population.
17. Rights and obligations:
1) Request the required documents from applicants for social assistance in accordance with the legislation of the Republic of Kazakhstan, as well as verify the authenticity of the submitted documents;
2) Request and receive free of charge information from state and other bodies on issues within the competence of the state institution;
3) implement the state policy on state property management in the relevant industry, within its competence develop and approve regulatory legal acts in the field of state property management in the relevant industry;
4) Exercise other rights provided for by the legislation of the Republic of Kazakhstan.
