About public service "Assignment of housing assistance"

The state service is provided on the basis of the Law of the Republic of Kazakhstan dated 16.04.1997 "On housing relations", the Decision of Balkhash town Maslikhat dated April 26 2021 № 4/31 "On approval of the Rules for determining the size and procedure for providing housing assistance to the population of Balkhash town", low–income families (citizens) permanently registered and residing in the Balkhash town and administrative - geographically adjacent settlements (Gulshat. Sayak), which is owned as the only dwelling on the territory of the Republic of Kazakhstan, as well as to tenants (sub-tenants) of a dwelling from the state housing fund and a dwelling rented by a local executive body in a private housing fund.

       Housing assistance is calculated for each family individually, depending on the total income of the family, the occupied housing area and the utilities actually consumed (according to the tariff or meter readings), including solid fuel consumption.

       At the same time, the actual expenses of the family are taken into account within the limits of social norms:

  •  the norm of housing area for single citizens living in multi-room apartments is 30 sq.m. (for those living in one–room apartments - the total usable area of housing)       •     electricity consumption per family according to actual expenses, but not more than 250 kW. in houses equipped with electric stoves;
  • norms of consumption of utilities (water supply, sewerage, electricity, heat supply, maintenance services, garbage collection), regardless of the form of ownership, are established on the basis of tariffs approved by service providers or according to the data of the metering device;
  • the amount of the increase in the subscription fee for a telephone connected to the telecommunications network is subject to compensation in accordance with the procedure established by the Government of the Republic of Kazakhstan.

The consumption rate of solid fuel per 1 sq.m of area is determined by:

  • for residential buildings built before 1985 - 161 kg;
  • for residential buildings built after 1985 - 125 kg.

          The amount of housing assistance is defined as the difference between the amount

of expenses for the consumption of utilities (according to the social norm) within the limits of the norms provided by compensatory measures and the amount of maximum allowable family expenses. The share of maximum allowable expenses in the total total calculation is set at 6% of the total family income.

         Assistance is assigned quarterly (from the month of filing the application with all necessary documents until the end of the current quarter).

 

 

 

 

 

 

 

 

 

Calculation example: 

 

  1. A large family (6 people) living in a 3-room apartment

(from the public housing stock) S=60 sq.m (according to the tariff).  The total family income for the month in the 3rd quarter of this year is 250976 tenge (200,000 tenge - salary; 50976 tenge - state allowance for large families with 4 minor children).

    1) The amount of the maximum allowable expense -15059 tenge (250976 tenge * 6%)

    2) Expenses for utilities - 31171 tenge

  • electricity (250kwh) – 250kwh*17.75 =4438tg;
  • heating - 85.36*60.0sq.m=5122 tg;
  • hot water – 547.23*6 people.= 3283tg;
  • cold water – 645.60*6 people.= 3874tg;
  • fecal water – 313.80*6 people.= 1883tg;
  • operating costs - 50.00*60.0sq.m.=3000tg;
  • garbage collection - 155.41*6chel.= 932tg;
  • payment for the use of housing – 8000tg;
  • the subscription fee for using the phone is 639 tenge.

     The amount of housing assistance is: 16112 tenge = (31171 tenge – 15059 tenge)

 

  1. Residential building with stove heating (S=60.0 sq.m.).                                                    The amount of the total family income is 250976 tenge (200,000 tenge - salary; 50976 tenge - state allowance for large families with 4 minor children). In fact, 6 people are registered and live.

1) The amount of the maximum allowable consumption is 15059 tenge. (250976 * 6%)

2) Expenses for utilities - 34775tg, including:

  • solid fuel for housing built before 1985 (price for coal - 2022 -18000 tenge) - 24840tg;
  • cold water– 645.60tg*6chel.=3874tg;
  • electricity – 250kW.*17.75tenge = 4438 tenge;
  • garbage collection – 163.93tg*6chel.=984tg;
  • the subscription fee for the phone is 639 tenge.

The amount of housing assistance is: 19716tg = (34775tg – 15059tg).

 

      Acceptance of the application and issuance of the result of the provision of public services are carried out through:

1) non-profit joint stock Company "State Corporation "Government for Citizens";

 2) E-government web portal www.egov.kz.
