Industry
In the structure of the city's economy, industry occupies 88.8%. The main share of industrial production in the volume of 80% is accounted for by the city-forming enterprise "Kazakhmys Corporation"LLP.
By the end of 2020, the volume of industrial production amounted to 454 701,6 million tenge, the index of physical volume of industrial production was at the level of 103,0%. Share in the regional industrial output of 15.6%.
The number of people employed in this sector of the economy was 10,356.
In the total volume of industrial production, the share of the manufacturing industry accounts for 93.5%, so in 2020, the volume of production in the manufacturing industry amounted to 425211.2 million tenge, the index of physical volume was 102.1%. In the manufacturing industry, the volume of production increased by the corresponding period of 2019: refined copper by 4.6%, refined gold by 17.3%, unprocessed silver by 10.4%, sulfuric acid by 1.1%.
In the mining industry and quarrying, the index of physical volume was 106.4% or 8,292. 6 million tenge..
In the mining industry, the volume of copper ore production decreased by 42% (since 27.12.2019, ore mining operations have been suspended at the Konyrat mine due to the unprofitability of mining the deposit).

Investment
The volume of investments in fixed assets for 2020 amounted to 34,640. 4 million tenge ( 2019-48,771. 6 million tenge). IFI – 70.7%.
The reason for the decrease in the volume of investments in fixed assets for 2020 is the investment in the previous year in a larger volume of private investments (2019 – 41326.5 million tenge, 2020-25444 million tenge or with a decrease of 15882.5 million tenge) by enterprises:
- Kazakhmys Corporation LLP (2019-22760.5 million tenge, 2020-11500 million tenge or with a decrease of 11260.5 million tenge);
- KPM-Delta LLP on the project of construction of a solar power plant with a capacity of 40 MW ( 2019-7159.3 million tenge, 2020-208 million tenge with a decrease of 6951.3 million tenge).
For 2021, the volume of investments is planned in the amount of 47112.0 million tenge, or 136% by 2020.
This indicator is planned to be achieved by:
- investments of KAZ GREEN ENERGY LLP (implementation of the project " Construction of a 100 MW solar power plant) – 26252.1 million tenge. (The company's optimistic plan is 38520.1 million tenge);
- modernization of enterprises of Kazakhmys Corporation LLP, the planned investment volume is 10,333 million tenge (machinery and equipment), (The optimistic plan of the enterprise is 16,781 million tenge);
- small and medium-sized enterprises (modernization and reconstruction of existing production facilities, construction of 6 MZhD and reconstruction of 2 MZhD, purchase of special equipment by business entities, etc.) - 3500 million tenge;

Trade turnover
In 2020, the total retail trade turnover amounted to 26,795. 7 million tenge, or 98.5% compared to the previous year (25,494.161 million tenge). The share in the regional volume is 2.5%.
In 2021, we plan to increase the volume of retail trade turnover to 27,653. 2 million tenge with an increase of 3.2%.
Agricultural industry
The volume of gross agricultural output for 2020 amounted to 1963.9 million tenge (2019-1798.6 million tenge). IFO – 101.8%.
The production of meat of all types of livestock and poultry increased by 2.2%, the volume of milk production by 1.3%, and the production of eggs by 0.9%.
The number of cattle increased by 1.2%, the number of horses by 4.8%, but there is a decrease in the number of sheep and goats by 14.6%, the number of birds by 8.3%.
The plan for 2021 of the IFO of gross agricultural output will be 105.3%.
One of the main tasks of the development of the agar sector of the city is to promote the development of dacha, horticultural plots and personal subsidiary farms, which have an important role in restraining prices for fruit and vegetable products. Regular meetings are held with the heads of horticultural societies, together with representatives of the housing and utilities department, municipal services of the city and passenger enterprises, where issues of connection to electricity, water supply and the opening of additional bus routes are resolved.
In order to stabilize prices for socially important food products, the city has taken a number of measures, such as the implementation of trade intervention by holding agricultural fairs with the participation of commodity producers of the Aktogay district and wholesale suppliers of the city.
Last year, 21 fairs were held, where products worth 190.4 million tenge were sold.
90% of potatoes, 75% of vegetables, 95% of eggs and almost 99% of meat and meat products are imported to the city from outside. The volume of its own production does not cover the regulatory needs of the city.
In order to prevent the growth of prices for SZPT, memoranda were signed with 7 entrepreneurs (SP "Merkulov", SP "Altynbekov", SP "Aidarov", SP "Igembayeva", SP "Seifullina A.", SP" Kramds", SP" Slanbekov"), whose objects are located in 13 points of the city and village. Sayak, where food products are sold at prices below market prices by 10-15%. At the same time, the social pavilions of IP Slambekov and the social store in p.Sayak was opened in December 2020.

In 2020, 13 applications were sent to the Department of Agriculture and SEC "Saryarka" and food products worth 18.1 million tenge were delivered to the city.
Entrepreneurship
The share of SMEs in the structure of the city's economy is 9.1% (or 46,590 million tenge). The growth rate of the number of active SMEs is 98.7% or 4,397 units. (the corresponding period of last year – 4456 units), of which legal entities – 621 units. (110.1%), sole proprietors – 3714 units (96.7%), 62 peasant (farmer) farms (119.2%).
The decrease in the number of active individual entrepreneurs this year is due to the introduction of a quarantine regime in the city of Balkhash.
To date, in accordance with the Resolution of the Chief State Sanitary Doctor of the Karaganda Region of October 17, 2020 No. 39-k "On strengthening restrictive measures in the Karaganda region", activities are prohibited:
- entertainment facilities (karaoke (1 unit), billiards (4 units), computer clubs (6 units), night clubs, bowling centers, children's playgrounds and indoor attractions (1 unit), trampolines and others), bookmakers (4 units).);
- children's health camps, preschool institutions (with the exception of duty groups);
- food courts, banquet halls (17 units).);
- city and public beaches, water parks.

Within the framework of grant funding based on the results of competitive selection in 2020, the city of Balkhash approved 1 project "Opening of a food truck for the sale of fast food and fish with the creation of a catering service on its basis" (Chef Balkhash, Kadyrzhan T. E.) in the amount of 5 million tenge.
Within the framework of the "Economy of Simple Things" program, in 2020, IP"Akhbetov N. S." received a subsidy for expanding its current activities ("Construction of a recreation area in the city of Balkhash"). The loan amount is 80.0 million tenge, the guarantee amount is 14.676 million tenge.
Also, under this program, in 2021, it is expected to implement the project of Balkhash Organic Farm LLP "Construction of a poultry farm in Torangalyk village" - production of poultry meat, animal feed (The project cost is 400-500 million tenge. The project capacity is 2,400 tons of feed per year, 375 tons of turkey meat-2021-2022, 2025 tons of turkey meat-2023-2025. It is planned to create 160 new jobs).
In 2020, 13.9 million tenge was allocated from the local budget to provide grants for the development of youth entrepreneurship. 13 projects were approved.
13 new business projects in the field of trade, tourism and services were implemented for an investment of 285 million tenge, 46 new jobs were created.
Due to the pandemic, the volume of tourism indicators has been reduced in 2020.
For the period January-September 2020 in the city of Balkhash, the number of visitors served was 25,274 people, compared to the same period last year, 32,983 people or 76.6%, the number of accommodation facilities was 34 units (the hotel of IP Dranichnikova was closed), compared to the same period last year, 35 units. or 97.1%; the volume of services provided by accommodation facilities is 239.1 million tenge, compared to the same period last year, 310.8 million tenge or 76.9%.
Finance
The economic growth achieved in 2019 directly affected the growth of budget revenues. With the plan of 5.2 billion tenge, the budget received 5.8 billion tenge. Following the execution of the budget revenues in 2019, we received a surplus of 580 million tenge, which will focus on the priorities and critical issues of housing and communal services of the city, including for co-financing the construction of rental housing, construction ICA, on measures for improvement of the city, repairing roads "of the camp", the repair of objects of municipal property, landscaping p.Sayak et al.
The expenditure part of the budget was fulfilled by 99.1%, of the undeveloped funds in the amount of 106 million tenge – 70.5 million tenge or 66.3% - for objective reasons (savings), 35.8 million tenge-due to non-fulfillment of contractual obligations by contractors and failed public procurement tenders.
Adopted city budget for the new three-year, based on established priorities of fiscal policy and orders of akim of the region, the queries and proposals of deputies of the recommendations of the Public Council of the city of appeals of the population.
The total budget for 2020 is formed in the amount of 14.8 billion tenge. Among the revenues, the budget's own revenues amounted to 6 billion tenge. Starting from 2020, the local budget will receive additional corporate income tax from small and medium-sized businesses.
At the initiative of the Head of State to support micro and small businesses and the corresponding amendments to the Tax Code, more than 3,500 Balkhash entrepreneurs will be exempt from paying income tax for three years. On an annual basis, this amount is 230 million tenge, which will be compensated by the proceeds of other types of taxes.
For the next year 2020, the city has determined: a subvention in the amount of 5.6 billion tenge, transfers from the higher budget in the amount of 3.1 billion tenge. The main priorities of the budget expenditures for 2020-2022 are the further development of the social support system, increasing the level of effective employment, increasing the availability of housing, especially for socially vulnerable segments of the population, and the development of life-supporting infrastructure.
The social orientation of the city budget has been preserved. The share of social spending in 2020 will be 61% of the total budget, which is 9 billion tenge.
The budget of local self-government
Since 2018, the budget of the LSG has been implemented in p.Sayak ( population-2665 people). Budget p.Sayak in 2019 was 195 million tenge, in 2020 - 179 million tenge.
Since 2020, the budget of the LSG in the village of Gulshat (population 503 people) has been introduced. Budget p.Gulshat in 2020 amounted to 44.7 million tenge.
Generally reported positive aspects of the implementation of the budget of the Kyrgyz Republic expanded financial opportunities villages, settlements in the budget passed 7 types of taxes, increased the interest of the Governor's office of villages in the tax administration, increased levels of tax compliance, the amount of taxes in 2020 p.Sayak increased by 4% compared to 2019.
The budget of the settlements is formed taking into account the interests of the residents with their direct participation in the budget process, the entire population of Sayak and Gulshat is involved in solving local issues.
A proposal was sent to the higher authorities on the transfer of additional proceeds from the lease and sale of land plots to the settlements.
Construction
The volume of construction works for 2020 amounted to 28.7 billion tenge, or 165% compared to the previous year.
Last year, a total of 14,422 square meters (262.4% by 2019) were put into operation, due to 2 45-apartment residential buildings (No. 18 – rental, No. 19-credit) in MKR-not 10 (total area 6684 sq. m.), at the expense of private investment 32 apartments on Seifulina street, 1 (30 apartments, 2217 sq. m.) and st.Seifullina 56B (2 apartments, 216 sq. m.) and residential housing (5304 sq. m.).
This year, it is planned to put into operation 18 thousand square meters due to the completion of the construction of 4 45-square meters. residential buildings (180 apartments. - 14600 sq. m) according to the program "Nurly Zher", the construction of houses at the expense of private investment - 2 thousand square meters or 31 apartments, of which: Lenin street, 61 (12 apartments - 900 sq. m.), m-n Mukhamedzhanova, 22"a" ( 17 sq. - 950 sq. m.), Seifullin street, 56 "b" (2 sq. - 220 sq. m.) and at the expense of residential housing (1.4 thousand sq. m.).
It is also planned acquisition of 42 rental apartments for low-income families and vulnerable segments of the population (23 apartments for large families in the primary market, the rest for SSN on the secondary market), the funds allocated in the amount of 330 million tenge, including 236,4 million tenge - tools RB, 93.6 million tenge - the regional budget.
In order to provide engineering and communication infrastructure of residential areas, the project "Construction of engineering and communication infrastructure of the Samal microdistrict"is being implemented. For the implementation of the project in 2021, 1772.3 million tenge was allocated, which will provide 320 land plots for residential housing and 2 educational facilities. This year, starting in May, we plan to issue land plots.There are at least 100 waiting list sites.
Housing AND UTILITIES
In the plan of improvement of the city in 2020, 10 highways with a length of 22 km were repaired, which allowed to generally improve the condition of the roads of the city and the Konyrat metro station and to close the need for road repairs by 24%.
In 2021, it is planned to carry out an average repair of roads 6 streets with a length of 6.9 km. and the construction of new roads with a length of 1 km for a total amount of 697,783 thousand tenge, which will improve the condition of roads by 7.2%.
To improve the level of organization of leisure activities of residents and create a favorable environment for the development of mass children's and youth sports, 12 yard territories were landscaped under the "My Yard" program.
In total, there are 160 courtyards on the territory of the city, from 2013 to 2019, 70 courtyards were landscaped. In 2020, 12 courtyards were landscaped. Taking into account the landscaped yard territories, 51% of the yard territories are equipped.
In 2021, it is planned to improve 7 yards that will be transferred from 2020, unfinished by "Pride M" LLP.
In order to streamline pedestrian connections both in the courtyard and the paths to schools, kindergartens, shops, public transport stops, pedestrian sidewalks are equipped on 4 streets, 18.6 thousand square meters of paving stones are installed.
In 2021, it is planned to improve 2 pedestrian sidewalk paths on the following streets of the city: on Pobedonostsev Street and Agybay Batyr Street, where 3.4 thousand square meters of paving stones will be laid, with a length of 1.7 km. The allocated amount is 39,469. 0 thousand tenge.
Works on improvement of the Central Park named after the 30th Anniversary of the Komsomol and the park on Abay Street were carried out.
In 2021, it is planned to improve the Independence Square with a total area of 1.5 hectares for a total amount of 850 million tenge.
In order to create a comfortable urban environment and landscaping, 1,560 trees were planted in 2020.
During the implementation of the Roadmap for the comprehensive solution of environmental problems of the Karaganda region for 2020-2024, it is planned to plant 1,700 trees in 2021.
In 2020, the current repair of facades and roofs of residential buildings was carried out №2, 4, 6, 8, 9 on the street.Ualikhanov.

In addition, in 2020, contractors performed work on the replacement of emergency sections of the Tokyrau-Sayak water pipeline with a length of 10.1 km. As a result, the accident rate on the water pipeline decreased by 4.7 times (from the beginning of the heating season to the present day, 17 accidents, for the same period last year there were 80 accidents).
In 2021, it is planned to make routine repairs of the section of the Tokyrau-Sayak water pipeline with a length of 3.5 km for a total amount of 100 million tenge.
However, inside the village.Sayak replaced water supply networks with a length of 560 m and drainage networks with a length of 440 m. Work was also carried out to replace the quarterly water supply networks in the MKR.Konyrat with a total length of 1.9 km, which reduced the accident rate by 3 times.
This year, in preparation for the heating season, budget funds in the amount of 522 million tenge were allocated for the repair of heating networks in the city of Balkhash.
These funds were used to replace heating networks with a length of 11.5 km. including: trunk-1.5 km., block and intra-block networks-10 km.
All of the above works allowed to improve the quality of the services provided, namely: an increase in the temperature schedule by 7 degrees (92-58-this year/85-55 last year), increased the pressure on the supply pipeline by 8 atm. (8.8-2.0 this year / 8.0-2.0 last year), as well as reduced accidents on the heating networks, which reduced excess losses from 46% to 38% compared to the last heating period.
In 2021, it is planned to implement the projects " Construction of intra-district heating networks of the MKR.Konyrat St. Finnish, Oktyabrskaya street in the city of Balkhash in the Karaganda region". It is also planned to carry out routine repairs of quarterly heating networks with a length of 2.5 km for a total amount of 116 million tenge.
Within the framework of the "Employment Roadmap" program, the project "Construction of heat networks No. 3 from the CHPP to the MKR.Konyrat". The following works were carried out:
