About targeted social assistance

State targeted social assistance (hereinafter - TSA) is assigned to low-income families, including large families, whose income level for each family member is below the poverty line, i.e. 70% of the subsistence minimum of the region (in the Karaganda region).

                  As well as social adaptation, aimed at increasing family income through employment, assistance in organizing their own businesses and other forms of employment.

                  It is assigned quarterly, for the current quarter from the month of the request.

         For example, if a family applies for TSA on February 25, 2021, then it is assigned only for February and March.

         The TSA is defined for all family members, including children, as the difference between the poverty line and the per capita income. When calculating the total income of a family, all types of income (received in the quarter preceding the quarter of applying for the appointment of the TSA), living together, running a common household and having a permanent or temporary (at least 6 months) place of residence for each family member are taken into account.

         That is, if the family applies for TSA in the 1st quarter of 2021. (in January, February, or March), then the income received in the 4th quarter of 2020 is taken into account for calculating the total family income.

         On the example of a large family (6 people):

         The total family income per month is 109532 tenge (Q4 2020: 195,000 tenge-salary, 133596 tenge-state allowance for large families with 4 or more minor children);

         Per Capita income: 18255 tenge = (109532 tenge/6 people);

         Poverty line for the 1st quarter of 2021 – 22621 tenge;

          Size of TSA: per person 4366tg = (22621tg - 18255tg),

per family 26196tg = (4366tg*6).

TSA is not assigned:

         1) If an able-bodied family member refuses the proposed employment promotion measures, then all members of his family lose the right to TSA;

                   2) Persons (families) who have provided deliberately false information and (or) false documents for the appointment of the TSA;

         3) Persons (families) who, according to the conclusion of the precinct commission, prepared based on the results of a survey of their financial situation, do not need to provide TSA.

         In addition, children aged 1 to 18 years from the number of TSA recipients receive a guaranteed social package.:

         1) if the family has children aged from 1 to 6 years, when prescribing TSA, they are provided with a monthly food package and quarterly hygiene products;

         2) if the family has children between the ages of 6 and 18, when assigning the TSA, a guaranteed social package is provided during the relevant school year (hot meals, travel in public transport, and once a year school uniforms and supplies (stationery)).
