Speech by Elbasy N.A. Nazarbayev at the expanded meeting of the Political Council of the Nur Otan Party on November 23, 2021

Dear compatriots!

Kazakhstan is entering the fourth decade of its Independence.

This is an era of great changes, complex and fateful decisions.

Currently, we are seeing that it is not possible to curb the coronavirus pandemic.

Natural changes are taking place, including due to the accelerated introduction of information technologies and green energy.

The person himself, his consciousness and values, ideas about the world and the future are also changing.

The world is being transformed, and the speed of change is amazing.

And it is already obvious that soon humanity will have to face a number of serious challenges.

First, the fight against new pandemics will become a daily reality.

The World Health Organization is already calling on the international community to start preparing for the emergence of new viruses.

Secondly, the negative consequences of environmental problems – global warming - are increasing.

According to the UN forecasts, climate change will become a new challenge for humanity.

For this reason, world food prices have increased by 30% this year alone.

This is a record figure for the last 10 years.

The abnormal heat has also led to the death of livestock, a shortage of feed, and a decrease in yield.

The key theme for Kazakhstan is the depletion of water resources.

I think that in general, environmental issues should become one of the highest priorities for the country and the Nur Otan party.

Thirdly, the changing way of the global economy will lead to the disappearance of entire industries, reducing the competitiveness of many countries.

The global community is determined to achieve carbon neutrality by 2050.

There is already the introduction of new environmental production standards, stricter taxes.

By 2030, 190 countries plan to completely abandon coal.

Environmentally "dirty" products will become uncompetitive.

All this requires serious investments and changes in the structure of our economy.

We are one of the most energy-intensive countries in the world using fossil fuels.

The era of hydrocarbon domination is gradually coming to an end.

It is being replaced by the time of green energy.

In these conditions, the development of Kazakhstan will be determined by the development of innovations, the level of digitalization, access to new technologies, and the quality of human capital.

Fourth, the growing geopolitical tensions will exacerbate the differences between the countries.

In the conditions of shrinking "geopolitical clutches", it is important for Kazakhstan to maintain multi-vector character.

We should continue to develop partnerships with all key countries.

Fifth, the radicalization of public attitudes and values will increase political disunity.

The new reality deepens the social stratification of societies, states and entire regions.

Outright populism is taking over the world, changing people's worldview and behavior, putting pressure on traditional foundations and family values.

Global instability will not last for a year or two.

Therefore, the slogan "Nur Otan" - and "Overcoming the trials, we will win together!", put forward by the party at the last parliamentary elections, remains relevant.

I want to emphasize once again that we need to adhere to centrist positions that are based as much as possible on the interests of the broadest strata of citizens.

To unite people, not to separate them, is the task of the party.

Our history has proved the correctness of this path.

Today, a set of socio-economic and political reforms is being implemented under the leadership of President Kassym-Jomart Tokayev.

Their legislative support is becoming important.

So, since the beginning of the work of the new Parliament, 128 bills have been in the portfolio of the Majilis.

80 laws have been adopted.

Of these, 19 were developed by deputies of the Nur Otan Faction, which indicates their active use of the right of legislative initiative.

In general, I want to emphasize that the deputies have successfully worked during the difficult period of the pandemic, passing timely laws aimed at supporting the Government's anti-crisis measures in the economy and social sphere.

Now the deputy corps should continue this work.

It is important that all Kazakhstanis consolidate around the state course of the President and work together on its implementation.

The Nur Otan party should actively deal with this issue, uniting the government and society.

I was at the origins of the party, headed it all these years, and I know that it will be important if the Nur Otan party is headed by the President of the country.

We had it that way.

We have to decide this based on the party's Charter.

This is an important step to take in order to demonstrate our unity.

Dear fellow party members!

Today Nur Otan is the main political force of the country.

Over the 20 years of its formation as the ruling party, it has consistently implemented large-scale reforms to improve the welfare of Kazakhstanis and strengthen our Independence.

International experience shows that the formation of a strong state and a developed civil society requires 40-50 years of stable movement of the country forward.

It was the long-term leadership of the ruling political parties in many countries that was the condition for success and socio-economic growth.

This was the case in Sweden, Japan, Singapore, Malaysia, China.

The key to the effectiveness of the ruling parties were clear goals, a concrete vision of the country's development, political will and, most importantly, the support of the people!

Of course, sometimes history makes its own adjustments, which we have to adapt to.

Nevertheless, our global goal does not change – by 2050 Kazakhstan should be among the 30 most developed countries in the world.

A specific plan is laid down in the Strategy "Kazakhstan-2050".

A special role in achieving this goal is assigned to Nur Otan.

It is important for the party to ensure its long-term leadership, which will be the foundation of continuity and stability of the state course.

To do this, the party must follow 5 key principles in its work.

First. "Nur Otan" should always keep up with the times.

The era of change that the world has entered will be reflected in our society.

The party must constantly modernize, be modern and mobile, stay in the wake of changes.

Second. Nur Otan should always be guided by the interests of the people.

The party should know the aspirations of ordinary Kazakhstanis, put them at the head of its daily work.

It is necessary to use all opportunities to improve the quality of life of the people.

By solving specific problems of the population, we contribute to the development of the whole country.

In turn, we can count on the fact that the potential, creative energy and knowledge of each citizen will be directed to the benefit of the country.

The third. "Nur Otan" should voice clear goals and real ways to achieve them.

Everything that is said must be done.

The party must always ensure the implementation of election promises.

This is the best cure for populism, which is dangerous for our society.

Fourth. We should always go to our goals as a cohesive and unified team.

Effective interaction of both authorities and public institutions is important.

We are talking not only about our party members in Parliament, but also maslikhats, the entire executive vertical.

The Chamber of Entrepreneurs "Atameken", the Federation of Trade Unions and other large non-governmental organizations should work together for the benefit of the people, relying on the resources and capabilities of Nur Otan.

Fifth. "Nur Otan"-we need to consolidate society around the values of the party, which are fundamental for the whole people.

The unifying idea is the prosperity of Kazakhstan and the improvement of the well-being of citizens.

The 7 values embedded in the political platform of the party are clear and close to every citizen of Kazakhstan.

These are Man, Freedom, the Rule of Law, Justice, Solidarity, Aspiration to the future, Family and traditions.

These values form the basis of the centrist Nur Otan platform and our state course, which allowed Kazakhstan to pass a 30-year path without shocks.

Now, when there is a radicalization of public sentiment and a crisis of traditional values in the world, it is necessary to continue to follow these postulates of successful development.
