NOTICE of holding a repeated tender for granting the right of temporary paid land use (lease) for conducting a peasant or farm economy, agricultural production
NOTIFICATION
about holding a repeated tender for granting the right of temporary paid land use (lease) for conducting a peasant or farm economy, agricultural production in the Abaysky district of the Karaganda region
On September 14, 2021 at 10: 00 o'clock in the assembly hall of the building of the akimat of the Abay district, located at the address: Karaganda region, Abay, Pobedy Ave., 3, a repeated competition will be held to grant the right of temporary paid land use (lease) for conducting peasant or farm farming, agricultural production.
The following documents are submitted for participation in the competition:
Application for participation in the competition;
Competitive offer.
Acceptance and registration of applications for participation in the competition will be carried out from August 31, 2021 to 17: 00 hours on September 13, 2021 in the State Institution "Department of Land Relations, Architecture and Urban Planning of the Abay district", located at the address: Karaganda region, Abay, Abay str., building 26, (1st floor, office 10).
The application for participation in the competition is submitted on paper on purpose or by mail or via the e-government web portal before the deadline for submitting applications.
An application for participation in a tender for granting the right of temporary paid land use (lease) for conducting a peasant or farm economy, agricultural production must contain:
1) for non-state legal entities of the Republic of Kazakhstan – the name of the legal entity, its location, information about state registration (re-registration) as a legal entity, information about the managers and participants or shareholders of the applicant-legal entity, indicating the size of their share in the authorized capital (from the total amount of the authorized capital), information about the applicant's affiliated persons;
2) for individuals – the surname, first name and patronymic (if it is indicated in the identity document) of the applicant, place of residence, citizenship, individual identification number, information about the applicant's identity document;
3) the location of the land plot claimed by the applicant;
4) competitive offer;
5) obligations to conclude a contract for temporary paid land use (lease) of an agricultural land plot for conducting a peasant or farm or agricultural production within three working days from the date of receipt of a notification of the need to sign the specified contract if the applicant is recognized as the winner of the tender for granting the right of temporary paid land use (lease) for conducting a peasant or farm, agricultural production.
Citizens of the Republic of Kazakhstan and non-state legal entities registered in accordance with the established procedure are allowed to participate in the competition, except for foreign legal entities, as well as legal entities in whose authorized capital the share of foreigners, stateless persons, foreign legal entities is more than fifty percent) who have issued an application for participation in the competition within the period not later than established by the notification.

The tender offer must contain:
1) a business plan (the projected volume of investments, the area of cultivation of agricultural crops, the number of farm animals, the agricultural technologies used, the availability of agricultural machinery and technological equipment, qualified specialists in the field of agriculture, the number of jobs created);
2) obligations for the preparation and development of the project of on-farm land management, the implementation of measures for the development of agricultural infrastructure;
3) obligations to comply with the requirements of the land legislation of the Republic of Kazakhstan, including the rules for the rational use of agricultural land approved by the order The Minister of Agriculture of the Republic of Kazakhstan dated January 17, 2020 No. 7 (registered in the Register of State Registration of Regulatory Legal Acts No. 19893, the implementation of indicative indicators for the diversification of the structure of sown areas of agricultural crops in accordance with the specialization of the region, compliance with scientifically based agricultural technologies, phytosanitary and quarantine requirements.
The tender offer is submitted by the participant of the tender in a closed envelope, printed or written in indelible ink in a stitched form with numbered pages, where the last page is certified by: the signature of the participant-for individuals (or a trusted person) and the signature of the first head (or a trusted person) and the seal (if any) – for legal entities, except for cases of its submission via the e-government web portal.
There should be no inserts between lines, wipes or attributions in the application and on the tender offer, except in cases when the participant needs to correct grammatical or arithmetic errors.
In the closed envelope of the tender offer, the inscription "Competition for granting the right of temporary paid land use (lease) for conducting a peasant or farm economy, agricultural production" and " Do not open until: "___" _______ year" (specify the exact date).
