The subject of the competition: Provision of state grants to small business entities, including aspiring young entrepreneurs, aspiring entrepreneurs, free of charge in priority sectors of the economy, according to Annex 2 to the Rules of state Grants for the implementation of new business ideas within the framework of the national project for the development of Entrepreneurship for 2021-2025, approved by the Decree of the Government of the Republic of Kazakhstan dated 12 October 2021 No. 728
Grant amount: up to 5 million tenge.
Competition form: open competition.
Budget: 96 million tenge.
Place of submission of applications for participation in the competition: In electronic form via the web portal "Electronic Government" in the information system "Qoldau.kz ".
Terms of submission of tender documentation: from "21" November 2022 to "25" November 2022 inclusive.
Applications received after the specified period are not subject to acceptance.
Procedure for submission of tender documentation: To participate in the competition, applicants submit an application in an approved form and a complete package of tender documentation in electronic form via the e-government web portal. Electronic applications for participation in the competition are submitted by the link: (https://www.qoldau.kz ).
Acceptance of documents in electronic form is carried out in accordance with the Decree of the Government of the Republic of Kazakhstan dated December 12, 2017 No. 827 "On the implementation of the State Program "Digital Kazakhstan", in order to develop online services, minimize the impact of the human factor through the widespread use of modern information technologies, maximum automation of procedures for the provision of public services and their provision in electronic form, and also prevention of the spread of coronavirus infection.
To register in the personal account of the web portal "Qoldau.kz " users specify the following information:
1) for individuals (individual entrepreneurs) – IIN, full name; surname, first name and patronymic (if any);
2) for legal entities (LLP) – BIN, full name; surname, first name and patronymic (if any) and IIN of the first head;
3) contact details (postal address, phone, email address);
4) bank account details of an individual entrepreneur/LLP in a second-tier bank.
For reference: When changing the above data, the user changes the personal account data entered into the personal account within one working day.
After registering on the web portal "Qoldau.kz " an entrepreneur submits an application for participation in the competition by attaching the following scanned copies of documents in PDF format to the application:
1) a certificate of the average number of employees at the time of filing the application, certified by the signature of the head and the seal of the applicant (if any);
2) a document (if available) confirming that the entrepreneur has completed training within the framework of a national project, with a limitation period of no more than 2 (two) years;
3) documents confirming the availability of co-financing (in cash, movable/immovable property participating in the business project) of expenses for the implementation of the business project in the amount of at least 10% of the amount of the state grant provided, an extract from the bank account on the availability of funds on the entrepreneur's current account or documents confirming the estimated value of movable and/or real estate participating in a business project (with the exception of socially vulnerable segments of the population, including group 3 disabilities);
4) a document confirming that the applicant has the status of being classified as socially vulnerable (in case information is not received as a result of the interaction of information systems);
5) a copy of the notification of registration of an individual entrepreneur with information about the entrepreneur's activities in priority sectors of the economy (in case information is not received as a result of the interaction of information systems).
The application is registered in the subsidy information system by signing it with the entrepreneur's EDS and becomes available in the personal account of the regional coordinator.
If, prior to the adoption of the program by the Regional Coordinator, an error has been detected in the registered application, the entrepreneur has the right to withdraw the application with an indication of the reason for the withdrawal.
To participate in the competition, an entrepreneur has the right to submit only one application.
Applications are accepted within the time limits specified in the announcement of the competition.
The Regional Coordinator of the Program, within 2 (two) working days from the date of registration of the application by the entrepreneur, confirms its acceptance by signing an appropriate notification using EDS. This notification becomes available in the entrepreneur's personal account.
In cases when an entrepreneur submits an incomplete package of documents, or submits unreliable data or documents that do not comply with the forms established by the Program conditions, the regional coordinator of the Program returns the submitted documents to the entrepreneur with an indication of specific shortcomings in the submitted documents for revision.
