Prosecutor's Office and police: emergency response forces require modernization

The Main Transport Prosecutor's Office, together with the Ministry of Internal Affairs and other interested state bodies, analyzed the level of organization for emergency response to car accident signals.
It has been established that the principle of the "golden hour" is not always observed in the provision of emergency rescue operations, especially in remote sections of interregional highways.
One of the main reasons for this situation is the absence of cellular coverage areas for more than 20% of roads of national significance (5,296 out of 24,923 km).
For example, due to the lack of communication on 311 km of the Kandyagash-Shalkar-Yrgyz highway, an accident that occurred in August 2022 was reported to the rescue service after 5 hours, and the ambulance team arrived at the scene after 7 hours.
There were also questions about the deployment of 40 highway medical and rescue points operating throughout the country. As it turned out, some rescue stations are located near settlements where there are already appropriate forces to provide primary care.
In addition, the current standards for the identification and elimination of hazardous places are largely focused on the establishment of unsatisfactory road conditions. Other factors that directly affect the concentration of accidents and prompt response to them remained unaccounted for.
In order to address these and a number of other issues related to highway traffic safety, interdepartmental work has been initiated under the coordination of the Main Transport Prosecutor's Office and the Ministry of Internal Affairs of the Republic of Kazakhstan to develop appropriate mechanisms with the participation of specialists from the Ministries of Digital Development, Emergency Situations, Industry and Infrastructure Development, as well as local executive bodies.
