Prosecutors leveled tariffs for carriers

The priority task of the Prosecutor's office is to protect business entities from unlawful interference by state bodies and officials, as well as to prevent infringement of their rights.

Since the beginning of the year, the Main Transport Prosecutor's Office has protected the rights of more than 9 thousand entrepreneurs by canceling regulations.

For example, the analysis established the fact of abuse by the Joint-Stock Company "National Company "Kazakhstan Temir Zholy" (hereinafter - KTZ) of its dominant monopoly position.

KTZ applies special tariff conditions for transit transportation of goods with a 30% reduction in the payment coefficient.

The study of the validity of the application of tariffs showed that for organizations belonging to the KTZ group of companies, a lowering coefficient was applied from the moment of the first transportation.

Whereas in relation to other business entities (carriers), such discounts were provided only after the guaranteed volume of traffic was completed at the end of the year.

As a result of unequal conditions, organizations belonging to the KTZ group of companies gained an advantage over other carriers.

At the protest of the Main Transport Prosecutor's Office, these violations were eliminated by amending the Rules for the Transportation of Transit Cargo.
