Small businesses in transport could be checked under the guise of a mass threat to citizens

At the protest of the Main Transport Prosecutor's Office, the illegal order of the Ministry of Industry and Infrastructure Development of June 8, 2021 "On approval of the Recommendation on the definition of the term "mass threat" was canceled.
This order could allow circumventing the moratorium of the Head of State on inspections of small businesses and lead to unjustified interference in the activities of entrepreneurs in the field of road, rail and water transport.
The said moratorium does not apply to entities whose activities pose a massive threat to the life and health of the population, the environment, the rule of law and public order.
As it turned out, the said act contained a list of 45 types of micro and small businesses whose activities fell under the "mass threat".
Such a threat was attributed not to the notification of local executive bodies about the start of a business for the technical inspection of vehicles, the manufacture and issuance of electronic cards for tachographs, the provision of taxi services.
This legal act has also not been registered with the judicial authorities, despite the fact that it affects the interests of an unlimited number of entrepreneurs.
By virtue of articles 19 and 51 of the Law "On Legal Acts", the State registration of such acts is a prerequisite for their entry into force.
We ask you to inform the mobile group of the Main Transport Prosecutor's Office about any violations of the rights of entrepreneurs in transport: 8 7172 712251, 8 7172 301910 and 8 701 990 06 65.
