To simplify customs procedures and minimize the human factor, 44 criteria for assessing the correctness of the declaration have been introduced on the basis of the SRC of the Ministry of Finance of the Republic of Kazakhstan.
The information declared by the entrepreneur and the payments paid by him were processed in an automated mode through these criteria through the Astana-1 information system.
If the system did not give an error in the declaration of the goods, the entrepreneur was given permission to release it into free circulation.
Thus, it was expected to effectively digitize this procedure in favor of entrepreneurs and eliminate various administrative barriers.
However, as the prosecutor's check showed, the system began to unreasonably indicate the presence of violations.
On the example of only one bona fide entrepreneur, it was found that he was checked 17 times during the year for signs of deliberate underestimation of the cost of goods.
And only in 5 cases, the customs officers made additional charges for the total amount of 500 thousand tenge.
As a result, the entrepreneur was subjected to inspection, desk inspection and other types of customs control, which in most cases did not confirm the information issued by the system.
On the recommendation of the Main Transport Prosecutor's Office, the State Revenue Committee revised the evaluation criteria, taking into account the priority and effectiveness.
By mathematical modeling, 19 of the 44 criteria were automatically excluded as redundant.
The introduction of the new model will eliminate the prerequisites for unjustified control by the customs authorities.
Please note that entrepreneurs can report any violations of their rights and legitimate interests to the helplines of the Mobile Group of the Main Transport Prosecutor's Office-8 (7172) 71 22 51 and 30 19 10.
