The main transport Prosecutor's office celebrates its anniversary!

10 years have passed since the formation of the Main transport Prosecutor's office. The process of formation of transport Prosecutor's offices was long and very fruitful. Since the signing of the first order on the creation of the main Supervisory authority for transport and achievements in the first ten years, the chief transport Prosecutor of Kazakhstan Yernat Sybankulov told.
It should be noted that for independent Kazakhstan, the transport complex is not only a cargo transportation system, but also a state-forming factor.

Thus, within the framework of law enforcement reforms, the General Prosecutor's office was instructed to optimize the system of transport Prosecutor's offices by the decree of the President of the Republic of Kazakhstan dated August 17, 2010 "on measures to improve the efficiency of law enforcement and judicial systems".

In this regard, on November 1, 2010, the Prosecutor General of the Republic of Kazakhstan Kairat Mami issued order No. 241/6 "on the establishment of the Main transport Prosecutor's office" by reorganizing and merging three state institutions - the South-Eastern regional transport Prosecutor's office, the Western regional transport Prosecutor's office and the Central regional transport Prosecutor's office".
And already on November 8, 2010, by order of the Prosecutor General of the Republic of Kazakhstan No. 304/6, the Regulation on the state institution of the "Main transport Prosecutor's office" was approved and registered as a legal entity in the Department of justice in Astana on November 10, 2010.

- It was from this date that a new stage of formation and development of the Main transport Prosecutor's office began-as a specialized body in the country's Supervisory system. The Main transport Prosecutor's office includes 24 district transport Prosecutor's offices stationed in the cities of Astana, Almaty, regional centers, as well as at the transport hubs of Arys, Zhezkazgan, Druzhba, Kandyagash, Semey and Shu, the head of the Department notes.

At that time, employees of the main transport Supervisory authority were assigned the task of overseeing the precise and uniform application of legislation on transport (rail, road, sea, inland water, air, urban electric, including metro, as well as trunk pipelines) by Central and local government and management bodies, economic entities, regardless of their forms of ownership.
Seven years later, by order No. 126 of the Prosecutor General of the Republic of Kazakhstan dated November 3, 2017, the powers were delimited, and transport prosecutors were additionally assigned supervision in the field of the space system.

- Over the past 10 years, the social significance of the Main transport Prosecutor's office has increased many times. At the same time, taking into account the integration processes in the Eurasian and global space, including within the framework of the Customs Union and the EEU, the importance of transport potential continues to increase.

Today, the Main transport Prosecutor's office is a specialised body of the General Prosecutor of the Republic of Kazakhstan in the field of transport, on behalf of the state in implementing statutory limits and forms of the Supreme supervision over the observance of legality, represents the state's interests in court and on behalf of the state exercises criminal prosecution, says Subankulov.

- I would like to focus on the veterans of our difficult service who made a special contribution to our common and good cause! The first head of the Main transport Prosecutor's office was appointed honorary employee of the Prosecutor's office, state adviser of justice of the 3rd class Tleugaleev Ibray Ashimkhanovich (2010-2016). His deputies at various times were senior justice advisers Azamat Zhylkybaev Sembiuly, Abdulov Bolat Kasymovich, Tursynbekov Alpysbay ibraevich, Abdraimov Asilbek Turkbayevich, Kemalov sayfulla Nasyrovich, Zhanysova Lyazzat Baktybayevna and chief of Staff honorary employee of the Prosecutor's office-senior justice adviser Nugmanov Bakhytzhan Baishurinovich, - the Prosecutor notes.

According to Renat Sybankulov, it was under the leadership of Ibray Tleugaleyev that transport prosecutors made a huge contribution to strengthening the rule of law and order in transport. All the targets set by the Strategic plan for the development of supervision in the transport sector have been achieved.
Then the head of the transport Prosecutor's office was appointed senior adviser to justice Alikhanov Marat Tleukabylovich (2016-2018), and his deputies - senior advisers to justice Zhanysova Lyazzat Baktybayevna, duysenov Maksat Kerimbayevich, Yelshibaev Kanat kuanyshevich and adviser to justice Nurlybekova Zhazira alikovna.

During the leadership of senior adviser of justice duissenov Maksat Kerimbayevich (2018-2019), the deputies were senior advisers of justice Elshibaev Kanat kuanyshevich, Nurlybekova Zhazira alikovna and ablezov Kuanysh Yerzhanovich.
Currently, the bodies of the Main transport Prosecutor's office are headed by an honorary employee of the Prosecutor's office - state adviser of justice of the 3rd class Yernat Mukhametkalievich Sybankulov, his deputies are senior advisers of justice Elamanov Zhasulan Bekmyrzayevich, ablezov Kuanysh Yerzhanovich and Yernazarov Manarbek Maksutbekovich.

At this stage, our work was also aimed not only at ensuring the safety of life and health of people, but also at improving state policy in the field of strengthening the rule of law and order in the country's transport sector and improving the legal regulation and development of the competence of authorized bodies to ensure transport security.

A number of acute problems in the development of the transport and space industry, unresolved issues of export control during the transit movement of goods through Kazakhstan, shortcomings in the implementation of state policy and control in the field of security on air, rail and other modes of transport were revealed, the head of the Department emphasizes.

In addition, the most problematic issues in transport at the initiative of the GTR by the General Prosecutor of Kazakhstan informed the Head of state, the Prime Minister of the Republic of Kazakhstan was sent to a number of acts about elimination of violations of the law.
Over the past 10 years, not a little has been done in the development of the transport and logistics complex, but given the new realities in public administration systems, there is still a lot to be done to implement the tasks set for the main Supervisory authority in transport.
