The government of the Republic of Kazakhstan DECIDES:
1. approve the attached state program for the development and functioning of languages in the Republic of Kazakhstan for 2011 – 2019 (hereinafter – the program).
2. Central and local Executive bodies and other organizations responsible for the implementation of the program (as agreed):
1) take measures to implement the program;
2) submit to the Government of the Republic of Kazakhstan information on the implementation of the program in accordance with the procedure and terms defined by the decree of the Government of the Republic of Kazakhstan dated November 29, 2017 No. 790"on approval of the state planning system in the Republic of Kazakhstan".
3. recognize as invalid the resolution of the Government of the Republic of Kazakhstan dated January 27, 2017 No. 23"on approval of the action Plan for 2017-2019 for the implementation of the state program for the development and functioning of languages in the Republic of Kazakhstan for 2011 – 2020".
4.the Ministry of culture and sports of the Republic of Kazakhstan shall be responsible for monitoring the implementation of this resolution.
5. this resolution shall enter into force from the date of signing and shall be subject to official publication.

Purpose of the program
A harmonious language policy that ensures the full functioning of the state language as the most important factor in strengthening Kazakhstan's identity and unity while preserving the languages of all ethnic groups living in Kazakhstan.
Tasks
Improving and standardizing the methodology of teaching the state language;
development of infrastructure for teaching the state language;
stimulating the process of teaching the state language; increasing the prestige of using the state language;
increasing the need for the state language;
improvement and systematization of the lexical Fund of the Kazakh language;
conduct comprehensive work on the translation of the Kazakh alphabet into Latin graphics, its application in all areas of public relations, improving language culture;
functions of the Russian language in the communicative-language space;

Amount and sources of funding
Funds from the national and local budgets, as well as other funds not prohibited by the legislation of the Republic of Kazakhstan, will be allocated for the implementation of the program in 2011-2019. Total expenditures from the state budget for the implementation of the first stage of the program amounted to 19134.9 million us dollars. Total expenditures from the state budget for the implementation of the second stage of the program amounted to 9,702. 1 million us dollars. tenge.
Total expenditures for the implementation of the third stage of the program from the state budget amounted to 7264.5 million us dollars.
The amount of funding for the third stage of the program will be specified when forming the national and local budgets for the corresponding financial years in accordance with the legislation of the Republic of Kazakhstan.
Introduction
The state program of development and functioning of languages in the Republic of Kazakhstan for 2011-2020 (hereinafter – the program) is developed in accordance with articles 7 and 93 of the Constitution of the Republic of Kazakhstan; Law of the Republic of Kazakhstan of 11 July 1997 "on languages in the Republic of Kazakhstan"; the strategic development plan of Kazakhstan until 2025, approved by the decree of the President of the Republic of Kazakhstan from February 15, 2018 No. 636; the plan of measures on realization of instructions of the President of the Republic; National plan of the President of the Republic of Kazakhstan N. A. The program is based on an analysis of the current language construction in the country, taking into account the opinions and recommendations of the expert community dealing with issues of language policy.
During the development of the program, the experience of more than 30 foreign countries in the legal regulation of issues related to the implementation of the state language policy was studied.
This document is a normative and organizational basis for solving current problems in the field of functioning and development of languages and creating conditions for the full use of the state language in all spheres of public life.
As the head of state N. A. Nazarbayev noted at the XIII session of the Assembly of people of Kazakhstan: "we must make every effort to further develop the Kazakh language, which is the main factor in the consolidation of all Kazakhstanis. In addition, it is necessary to create favorable conditions so that representatives of all nationalities living in the country can speak freely, acquire knowledge of their native language, and develop it."
In the Doctrine of national unity, the state language is defined as the main priority, the main factor of spiritual and national unity. Its development should become an incentive that determines the duty and obligation of every citizen of Kazakhstan, personal competitiveness and active participation in public life.
One of the main objectives of the programmatic article of the President "look into the future: Rouhani gear" is a work on translation of the alphabet of the Kazakh language on Latin graphics.
The action plan approved by the program for the implementation of goals and objectives is an integral part of it.
All the measures envisaged in the program are based on the priority of the development of the state language as an important factor in strengthening national unity and are aimed at fully satisfying the spiritual, cultural and linguistic needs of citizens.
The success of the program will be ensured by integrating the main program measures into the strategic plans of state bodies, while ensuring the effectiveness of the planned activities.
At the same time, to achieve practical results of these measures, joint efforts of all state bodies and economic entities of the Republic, including national companies and financial organizations, are necessary.
Analysis of the current situation
The creation of an optimal socio-linguistic space in independent Kazakhstan is built through the gradual implementation of the language policy.
