In the area of "identifying corruption risks in regulatory legal acts and legal acts affecting the activities of the unit," the following were reviewed:
- Resolution of the Government of the Republic of Kazakhstan dated July 26, 2002 No. 833 "Certain Issues of Accounting, Storage, Valuation, and Subsequent Use of Property Transferred (Received) to the Ownership of the State on Certain Grounds" (hereinafter, Rules 833);

In accordance with the above-mentioned regulatory legal acts, the Department organizes the accounting, storage, appraisal, and subsequent use of property transferred (received) to state ownership.
Property is accepted for registration as state property based on an inventory, appraisal, and/or acceptance/transfer report in the form specified in Appendix 1 to the Rules, accompanied by copies of the documents specified in Clause 6 of these Rules, if available (seizure reports, forensic examination reports, writs of execution, etc.).
To keep track of inventory reports, an electronic register of inventory, appraisal, and/or acceptance/transfer reports is maintained in the form specified in Appendix 2 to the Rules on the e-qazyna website, a service provided by Taratu.
The Department's order approves the Regulation on the Commission for the Accounting, Sale, Subsequent Use, and Destruction of Property Transferred to State Ownership on Certain Grounds. Furthermore, the order defines the composition of the commission, which includes Department employees and representatives of other government agencies. The sale of property is carried out through the web portal of JSC "Information and Accounting Center" - www.e-qazyna.kz. When selling confiscated property, there is no direct contact between the seller and potential buyers.
Property included in the register is subject to offer to state-owned legal entities, including social service providers, via the web portal prior to its sale, for transfer to their balance sheets.
Before offering to state-owned legal entities, the Department ensures that electronic copies of the property valuation report and photographs for each type of property are included in the register.
Property transfer and registration on the balance sheets of state-owned legal entities is carried out based on economic feasibility.
However, if state-owned legal entities fail to submit applications, or if transferring the property to state ownership is economically infeasible, the property is put up for auction.
The auction is conducted using two methods: ascending and descending.
Notice of the auction is published at least 3
