On Approval of the Rules and Deadlines for Submission by Individuals and Legal Entities Participating in the Management of State Property of Reports on All Property Transactions and Financial Activities Related to State Property
Order of the Deputy Prime Minister - Minister of Finance of the Republic of Kazakhstan

In accordance with Clause 11 of Article 11 of the Law of the Republic of Kazakhstan "On Combating Corruption" and Subparagraph 2) of Clause 3 of Article 16 of the Law of the Republic
of Kazakhstan "On State Statistics," I ORDER:
1. To approve the attached Rules and deadlines for submission by individuals and legal entities participating in the management of state property of reports on all property transactions and financial activities related to state property. 2. The State Property and Privatization Committee of the Ministry of Finance
of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) state registration of this order with the Ministry of Justice
of the Republic of Kazakhstan;
2) posting of this order on the website of the Ministry of Finance
of the Republic of Kazakhstan;
3) within ten business days of state registration of this
order with the Ministry of Justice of the Republic of Kazakhstan, submission of information to the Department
of the Legal Service of the Ministry of Finance of the Republic of Kazakhstan on
the implementation of the measures stipulated in subparagraphs 1) and 2) of this paragraph.
3. This order shall enter into force ten calendar days after the date of its first official publication. Deputy Prime Minister -

Rules and deadlines for the submission by individuals and legal entities involved in the performance of state property management functions of reports on all property transactions and financial activities related to state property
Chapter 1. General Provisions
1. These Rules and deadlines for the submission by individuals and legal entities
participating in the performance of state property management functions of reports on all property transactions and financial activities related to state property (hereinafter referred to as the Rules)
have been developed in accordance with paragraph 11 of Article 11 The Law of the Republic of Kazakhstan "On Combating Corruption" and define the procedure and deadlines for the submission by individuals and legal entities involved in the performance of state property management functions of reports on all property transactions
and financial activities related to state property to the state body exercising the powers of an owner with respect to state property.
2. Key concepts used in these Rules:
1) Software – a set of programs, program codes, and
software products with the technical documentation necessary for their operation;
2) Executive body financed from the local budget – a state
institution authorized by the akimat to manage municipal (regional, district) property, financed from the relevant local budgets;
3) State property – republican and municipal property;
4) Individuals participating in the performance of functions related to the management
of state property (hereinafter referred to as individuals) - individuals
who have entered into a property lease (rental) agreement for state property and
(or) a trust management agreement for state property;
5) Legal entities participating in the performance of functions related to the management
of state property (hereinafter referred to as legal entities) - legal entities
who have entered into a property lease (rental) agreement for state property and
(or) a trust management agreement for state property;
6) Authorized body for state property management -
the central executive body that exercises, within the limits of its competence,
management in the area of republican property management, the exercise of state rights
to republican property, privatization, and state
monitoring of property in sectors of the economy of strategic importance,
and strategic facilities, with the exception of property assigned to the
National Bank of the Republic of Kazakhstan;
7) a lease (rental) agreement for state property – a transaction
concluded in writing, according to which the lessor undertakes
to provide the lessee with state property for a fee for temporary possession
and use;
8) a trust management agreement
