On Approval of Qualification Requirements for Corps "B" Administrative Government Positions of the Central Office of the State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan
In accordance with paragraph 4 of Article 17 of the Law of the Republic of Kazakhstan "On Civil Service of the Republic of Kazakhstan," I ORDER:
To approve the qualification requirements for Corps "B" administrative government positions of the central office of the State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan in accordance with the appendix to this order.
To repeal Order No. L-183 of the State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan dated December 3, 2021, "On Approval of Qualification Requirements for Corps "B" Administrative Government Positions of the Central Office of the State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan."
This order shall enter into force on the date of signing.

Education
Postgraduate or higher education:
in business, management, and law (business and management: economics or management, or accounting and auditing, or finance, or state and local government, or marketing or law: (e.g., law) or in the field of information and communications technology (information and communications technology: information systems or computer hardware and software) or in the engineering, manufacturing, and construction industries (engineering and engineering: automation and control).
Certificates of advanced training in the relevant field of study are desirable.
Competencies
In accordance with the Standard Qualification Requirements for the Categories of Administrative Government Positions in Corps "B."
Professional Competence
Knowledge of the Constitution of the Republic of Kazakhstan, the constitutional laws of the Republic of Kazakhstan "On the President of the Republic of Kazakhstan," "On the Government of the Republic of Kazakhstan," the laws of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan," "On Combating Corruption," "On Legal Acts," "On Public Services," "On State Property," "On Joint-Stock Companies," "On Public Procurement," "On Limited and Additional Liability Partnerships," the Administrative Procedure and Procedural Code of the Republic of Kazakhstan, the Budget Code of the Republic of Kazakhstan, the Civil Code of the Republic of Kazakhstan, the Kazakhstan-2050 Strategy: A New Political Course for an Established State, and other essential knowledge necessary for the performance of functional duties in this category of positions.

Functional Responsibilities
General management of the Department's activities, defining the duties and powers of Department employees; organizing and ensuring, in the established manner and within the established timeframes, the execution of instructions received from the Head of State, the Administration of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the management of the Ministry of Finance and the Committee; representing, within the limits of its competence, the interests of the state; organizing work in the Department for the Protection of Information Constituting a State or Official Secret; coordinating work on the development of draft decisions on the privatization of republican property, contracts for the sale and purchase of republican property, measures to attract independent appraisers and consultants to assess the market value of republican property and (or) support for transactions on privatization objects of republican property in accordance with the procedure established by law; organizing and ensuring the activities of the commission on the privatization of republican property and the implementation of its decisions; coordinating work on the analysis and generalization of the practice of applying legislation on the privatization of republican property and post-privatization control, the sale of property converted (received) into republican ownership on certain grounds; participation in the development and implementation of state programs
