In accordance with subparagraphs 20-1) and 44-9) of paragraph 15 of the Regulation on the Agency of the Republic of Kazakhstan for Civil Service Affairs, approved by Decree of the President of the Republic of Kazakhstan dated July 22, 2019, No. 74, I ORDER:
To approve the attached:
1) Rules for coordinating the filling of Corps "B" administrative government positions without a competition, in accordance with Appendix 1 to this order;
2) Rules for coordinating the qualification requirements for Corps "B" administrative government positions of government agencies, in accordance with Appendix 2 to this order.
The Civil Service Selection Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs shall, in accordance with the procedure established by law, ensure:
1) state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the website of the Agency of the Republic of Kazakhstan for Civil Service Affairs.
Oversight over the implementation of this order shall be assigned to the Deputy Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs, who oversees civil service matters.
This order shall come into effect on the date of its first official publication.

Rules for approving the filling of Corps "B" administrative government positions without a competition
Chapter 1. General Provisions
The Rules for approving the filling of Corps "B" administrative government positions without a competition (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 20-1) of paragraph 15 of the Regulation on the Agency of the Republic of Kazakhstan for Civil Service Affairs, approved by Decree of the President of the Republic of Kazakhstan dated July 22, 2019, No. 74, and define the procedure for approving the filling of Corps "B" administrative government positions without a competition by persons specified in part two of paragraph 3, paragraphs 3-2, 4, 5, and 7 of Article 15 of the Law of the Republic of Kazakhstan "On Civil Service of the Republic" Kazakhstan" (hereinafter referred to as the Law).
These Rules do not apply to legal relations related to the filling of a vacant or temporarily vacant administrative government position in Corps "B" without a competition by way of transfer.
Chapter 2. Procedure for Coordinating the Filling of Administrative Government Positions in Corps "B" Without a Competition
Coordination of filling administrative government positions in Corps "B" without a competition is carried out by the authorized body for civil service affairs (hereinafter referred to as the authorized body) and its territorial subdivisions.
The authorized body shall coordinate the filling of the following without a competition:
1) administrative government positions in Corps "B", by persons specified in Part Two, Clause 3, Article 15 of the Law;
2) heads of executive bodies of regions, cities of republican significance, and the capital, by persons specified in Clauses 3-2, Article 15 of the Law;
3) Corps "B" administrative government positions of central government bodies and their departments, heads of their territorial subdivisions, as well as heads of executive bodies of regions, cities of republican significance, and the capital, by the persons specified in paragraphs 4 and 5 of Article 15 of the Law;
4) Corps "B" administrative government positions specified in paragraph 7 of Article 15 of the Law.
The territorial subdivision of the authorized body shall coordinate the filling of the following without a competition:
1) Corps "B" administrative government positions of local executive bodies, by the persons specified in paragraphs 3-2 of Article 15 of the Law, with the exception of the positions specified in subparagraph 2) of paragraph 4 of these Rules;
2) Corps "B" administrative government positions, by the persons specified in paragraphs 4 and 5 of Article 15 of the Law, with the exception of the positions specified in subparagraph 3) of paragraph 4 of these Rules.
Documents for the approval of a candidate for a vacant administrative government position in Corps "B" without a competition are sent by the government agency to the authorized body or its territorial subdivision via the electronic document management system of government agencies.
The period for review of documents by the authorized body or its territorial subdivision shall not exceed 15 business days.
