On Approval of Rules for the Provision of Public Services in the Field of State Property Accounting
Order of the First Deputy Prime Minister of the Republic of Kazakhstan – Minister of Finance of the Republic of Kazakhstan dated April 7, 2020 No. 362. Registered with the Ministry of Justice of the Republic of Kazakhstan on April 8, 2020 No. 20342.
In accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan "On Public Services," I ORDER:
To approve:
1) rules for the provision of the public service "Submission of information from the State Property Register (list of state-controlled joint-stock companies and limited liability partnerships, as well as state-owned legal entities; information and materials on state property included in the Schedule of State Property Objects for Auction)" in accordance with Appendix 1 to this order;
2) the rules for the provision of the public service "Provision of information from the State Property Register to the lessee of state property under a lease agreement concluded with it, with details on the terms of the agreement, accruals under such agreement, penalties, and payments transferred to the budget" in accordance with Appendix 2 to this order.
Some orders of the Ministry of Finance of the Republic of Kazakhstan shall be declared invalid in accordance with Appendix 3 to this order.
The State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan (B.Kh. Tashenev) shall, in accordance with the procedure established by law, ensure:
1) state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the website of the Ministry of Finance of the Republic of Kazakhstan.
3) within ten business days of state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submission of information on the implementation of the measures stipulated in subparagraphs 1) and 2) of this paragraph to the Department of Legal Service of the Ministry of Finance of the Republic of Kazakhstan. This order shall enter into force ten calendar days after the date of its first official publication.

Chapter 1. General Provisions
These Rules for the Provision of the Public Service "Submission of Information from the State Property Register (list of state-controlled joint-stock companies and limited liability partnerships, as well as state-owned legal entities; information and materials on state property included in the Schedule of Auctions for State-owned Objects)" The Rules (hereinafter referred to as the Rules) have been developed in accordance with Subparagraph 24) of Article 14 of the Law of the Republic of Kazakhstan "On State Property" and Subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan "On Public Services" (hereinafter referred to as the Law on Public Services) and define the procedure for providing the public service "Submission of information from the State Property Register (list of state-controlled joint-stock companies and limited liability partnerships, as well as state legal entities; information and materials on state property included in the Schedule of State Property Objects for Auction)" (hereinafter referred to as the public service).
The public service is provided by the State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan (hereinafter referred to as the service provider) through the e-government web portal www.egov.kz (hereinafter referred to as the portal).
Chapter 2. Procedure for Providing the Public Service
To receive the public service, legal entities and individuals (hereinafter referred to as the service recipient) submit a request through the portal to obtain a list of state-controlled joint-stock companies and limited liability partnerships, as well as state-owned legal entities, in accordance with Form 1 of Appendix 1 to these Rules and a request to view information on state-controlled joint-stock companies and limited liability partnerships, as well as state-owned legal entities, in accordance with Form 2 of Appendix 1 to these Rules; a request to obtain information and materials on state property included in the auction schedule.
