The draft order regarding the introduction of restrictions on the export of unprocessed fish is placed for public discussion.
According to statistics, for 11 months of 2022, 22.5 thousand tons of fish products were exported, while the share of chilled and frozen fish is more than half of the total export volume.
It should be noted that the indicator of export demand for fish raw materials is higher than the demand for finished fish products. In addition, the export price of processed fish is five times higher than that of unprocessed fish.
This situation requires a decision to protect the economic interests of the state, therefore, a discussion was organized with business representatives and their public associations on the introduction of restrictions on the export of unprocessed fish. At the same time, the participants of the meeting proposed to gradually introduce restrictions on exports, starting with large fish species.
The introduction of restrictions on the export of unprocessed fish will contribute to the release of deeply processed products with high added value, as well as saturation of the domestic market, which may affect lower prices and provide wider accessibility for the population.
Taking into account the above, at the initial stage, it is recommended to limit the export of pike perch and catfish in chilled and frozen form for 6 months.
At the next stage, it is planned to legislate the competence of the Ministry of Ecology and natural resources to limit the export of the most commercially and gastronomically valuable fish species in unprocessed form until a complete ban is imposed by 2025.
The phased introduction of restrictions on the export of unprocessed fish will allow businesses to gradually modernize their processing base.
