When exporting chilled food fish products the validity period of the expert report (test report) has been revised

According to the information of Fisheries entities, the deadline for issuing veterinary documents for the export of chilled fish is from 10 to 14 days (sometimes more), and the shelf life of chilled fish is up to 10 days.
In practice, the date of production of chilled fish is indicated by the date of fishing from an artificial or natural reservoir, upon receipt of a certificate of the origin of the catch.
In this regard, the subjects of Fisheries proposed to amend the rules for issuing an expert report (test report) (hereinafter referred to as the rules) in terms of using an expert report (test report) within 1 month from the date of its issuance when exporting chilled fish products, similar to the export of chilled meat.
The Ministry of Ecology and natural resources of the Republic of Kazakhstan formed proposals for amendments to the rules and sent them to the Ministry of Agriculture of the Republic of Kazakhstan for adoption in accordance with the established procedure.
As a result of working out this issue, the Ministry of Agriculture of the Republic of Kazakhstan supported the proposals and by order of the Minister of Agriculture of the Republic of Kazakhstan dated June 14, 2022 No. 192, the corresponding changes were made to the rules.
Now it is allowed to use the expert report (test report) for the export of chilled fish products from the production facility carrying out fish farming, storage, processing and sale within 1 (one) month from the date of its issuance, if there is a plan for monitoring the product, approved by the production facility and agreed with the territorial division in the field of Veterinary Medicine.
This allows fisheries entities to export a certain amount of chilled fish in batches on the basis of one expert report (test report), which is applied for 1 month. When exporting previously chilled fish, an expert report (test report) was used once, and an individual expert report was obtained for each batch of products. It covers about 5 working days.
Changes to the rules entered into force on July 1, 2022.
In connection with the changes made to the rules for issuing an expert report (test report), it was required to make appropriate changes to the rules for issuing veterinary documents and the requirements for their forms, so these changes were made by order of the Minister of Agriculture of the Republic of Kazakhstan dated January 24, 2023 No. 24, this order will enter into force on the expiration of sixty calendar days after the date of its first official publication.
In order to create conditions for the development of Fisheries, work continues to improve the legislation.
