The Supreme Audit Chamber of the Republic of Kazakhstan acted as the coordinator of the parallel audit in the field of agriculture of the Shanghai Cooperation Organization member states.
On February 24, the SAC of Kazakhstan held a final joint meeting with representatives of the supreme audit institutions of China, Kyrgyzstan and Pakistan via videoconference.
The Member of the SAC Tlegen Kaskin stressed that agriculture plays an important role in the GPD of the SCO countries. Therefore, the audit was necessary to increase the efficiency, transparency and sustainability of this industry.
"Conducting an audit in the field of agriculture is a tool not only for control, but also for improvement, which contributes to effective public administration in this area, the conservation of natural resources and strengthening the economic stability of the industry," he said.
Each country has chosen its own audit area: in Kazakhstan – budget funds allocated for subsidizing agriculture; in China – programs and financial resources in the field of farmland protection; in Kyrgyzstan – measures aimed at creating favorable conditions for the development of organic agriculture; in Pakistan – programs for sustainable and inclusive transformation of agriculture in Punjab province.
During the meeting, the participants exchanged experiences and best practices, discussed the audit methods and approaches used, the difficulties encountered, as well as the identified violations and shortcomings.
Summing up, Member of the SAC of Kazakhstan Tlegen Kaskin emphasized that the parallel audit is an important measure to strengthen cooperation between the supreme audit institutions of the SCO countries.
"I am confident that the materials of the parallel audit will contribute to the development of the methodology and practice of state audit in our countries," he said.
The final consolidated analytical document, including national audit reports, will be presented at the 7th meeting of the Heads of the Supreme Audit Institutions of the SCO member states in spring 2025 in Dushanbe.
