The results of the audit of the transfer and distribution of import customs duties in the EAEU for 2023 have been summarized

The Supreme Audit Institutions of the Eurasian Economic Union member states summed up the results of a joint audit of the crediting and distribution of import customs duties for 2023.

The meeting was held in a videoconference format. This year it was coordinated by the Audit Chamber of Armenia. The meeting was attended by representatives of the Supreme Audit Chamber of Kazakhstan, the Accounts Chamber of Russia, the State Control Committee of Belarus, the Audit Chamber of Armenia and the Chamber of Accounts of Kyrgyzstan.

The participants noted that according to the results of last year, the authorized bodies of the EAEU countries generally ensured compliance with the procedure for the distribution of import customs duties. The total amount of such payments received by the budgets of the five states in 2023 amounted to 15 billion US dollars, an increase of 4.7 billion US dollars, or 45.6%, compared to 2022 (10.3 billion US dollars).

Violations of the procedure for reflecting the receipts of import customs duties in the reports on the execution of budgets of the EAEU member states have not been established.

At the same time, the issues of reasonable non-distribution of import customs duties received under contracts in the field of subsoil use, which were concluded in Kazakhstan before September 1, 2010 were considered. According to their terms, exemption and (or) reimbursement of import customs duties are provided.

The Supreme Audit Chamber of Kazakhstan expressed a special opinion on the non-distribution of duties under the above-mentioned contracts, since the reimbursement of these amounts is carried out exclusively at the expense of the assets and budget of Kazakhstan, without the joint responsibility of other EAEU member states.

In his speech, Member of the Supreme Audit Chamber of the Republic of Kazakhstan Ardak Tengebayev noted that the joint activities of the supreme audit institutions of the EAEU countries is one of the important elements of strengthening integration processes in the Union space.

«I am confident that the control which was carried out, will have a beneficial effect on the further development of cooperation between the Eurasian Economic Union member states. And the existing problematic issues will certainly find their logical solution», A. Tengebayev said.

Based on the results of the meeting, it was decided to approve a summary report on the results of the joint audit, taking into account the special opinion of the Republic of Kazakhstan. The document, which includes among other things recommendations to ensure full and timely fulfillment of customs obligations, will be sent for execution to the governments of the EAEU countries, as well as to the Eurasian Economic Commission.
