The results of the state audit in the Almaty region have been summarized

The Supreme Audit Chamber has completed an audit of the effectiveness of the use of public resources in the Almaty region. Its results were reviewed at a meeting of the SAC chaired by Alikhan Smailov.

As part of the initiative of the Head of State, the Almaty region was divided into two parts in 2022 to form the Zhetisu region, and the city of Konaev became its new center.

The key drivers of the region's economy are industry and agriculture. The industry of the Almaty region consists of 90% of enterprises in the manufacturing sector. This is one of the highest rates in the republic.

In 2023, over 30 new production facilities were launched in the region, which led to the creation of more than a thousand jobs. A major infrastructure project has been implemented – the Great Almaty Ring Road (GARR) with a length of 66 km.

The G4 City project between Konev and Almaty has been resumed.

The tourism industry is developing dynamically. In order to create comfortable conditions for tourists, landscaping continues on the Kolsai and Kaindy lakes, as well as the Kapchagai reservoir. All this indicates the intensification of economic development.

At the same time, according to the results of audit activities, it was found that the high dependence of local executive bodies on transfers from the republican budget remains. Private investment resources are underutilized.

The additional burden on the local budget is created by systemic problems, expressed in the delaying by contractors of the deadlines for the implementation of budget investment projects. Thus, in 2022, 110 projects worth over 129 billion tenge and in 2023, 81 projects worth more than 110 billion tenge were not completed within the regulatory deadlines. Construction and installation work on 5 highways, which began in 2021, was suspended due to lack of funding.

There are violations related to the facilities of the current city of Alatau, for which the implementation was launched within the framework of the G4 City project more than 10 years ago. In particular, accounting violations were revealed.

JSC SEC Konaev has allocated only 1.5 billion tenge (38%) out of the received 4 billion tenge of credit budget funds for the implementation of the price stabilization mechanism through the "revolving scheme". The remaining 2.5 billion tenge (62%) is held in accounts with systematic placement on deposits in banks.

In general, as a result of the audit in the Almaty region, financial violations totaling 16.7 billion tenge were found, of which 12.2 billion tenge relate to accounting. To date, according to the results of the audit, more than 96% of the identified violations have been eliminated.

At the same time, 485 procedural violations and 20 systemic deficiencies were recorded.

The Supreme Audit Chamber has given the necessary opinions and recommendations to central government agencies and akimats to eliminate all identified violations.
