At the opening of the Congress, the President of the Court of Accounts of Turkey, Seyit Ahmet Bash, spoke as the outgoing President of EUROSAI, and then the Congress continued with the ceremony of handing over the EUROSAI presidency to the Supreme Audit Institution (SAI) of the Czech Republic.

The congress was attended by the heads of the SAI and representatives of international organizations. The meeting was organized and moderated by the SAI of the Czech Republic.

The Congress participants reviewed the reports on the activities of the EUROSAI’s Working Groups and Task Forces over the past three years, the reports of the auditors, as well as the implementation of the EUROSAI Strategic Plan for 2017-2024.

The EUROSAI Strategic Plan defines the following objectives of the organization:

- helping SAIs deal with new opportunities and challenges by supporting and facilitating their institutional capacity development.

After discussing the financial issues of the audit report and the budget of the organization, the voting processes were held to elect key positions in EUROSAI, as a result of which:

- SAI of Israel has been elected as the next President of EUROSAI and will host the XII EUROSAI Congress in 2024 year;

- SAIs of UK and Lithuania were elected members of the EUROSAI Governing Board;

- SAIs of Bulgaria and Croatia were renewed as auditors of EUROSAI.

The Congress is the supreme body of EUROSAI and is convened once every three years to discuss the most pressing issues of general professional interest, as well as to make decisions related to the activities of EUROSAI.
