The final meeting on the results of the PEFA assessment for Kazakhstan was held

A final meeting on the results of the Public Expenditure and Financial Accountability Assessment (PEFA) was held on January 30, 2026. The PEFA was conducted for the Republic of Kazakhstan by experts from the World Bank and the Asian Development Bank in 2025.

The event was attended by representatives of the Supreme Audit Chamber, the Ministry of Finance, the Ministry of National Economy, the Ministry of Ecology and Natural Resources, as well as other interested government agencies and international partners.

Opening the meeting, Minister of Finance of the Republic of Kazakhstan Madi Takiyev expressed gratitude to the World Bank and the Asian Development Bank for constructive cooperation and expert support during the assessment.

PEFA is an internationally recognized public finance management and financial accountability assessment system aimed at determining the effectiveness of budget processes and developing directions for their further improvement.

The assessment was conducted on 31 indicators and 94 parameters covering the entire budget cycle, including budget formation and execution, public investment management, public procurement, tax administration, fiscal risks, external control and assessment.

For Kazakhstan, this assessment was carried out for the third time – in 2009, 2018 and 2025. The 2025 estimate was based on data from 2022-2024.

According to the results of the assessment:

  • 39% of the indicators received an "A" grade, which indicates compliance with international best practices and a high level of institutional maturity;
  • 35% of the indicators are rated at the "B" and "B+" levels, which confirms the stable functioning of key public financial management systems and the potential for their further gradual improvement.

The World Bank's Director for Central Asia region, Najy Benhassine, noted that the assessment results confirm that Kazakhstan has a solid foundation for public financial management, supported by consistent budget execution, effective control mechanisms, and the development of digital IT platforms and information systems.

According to the "External Audit" indicator, which assessed the activities of the Supreme Audit Chamber of the Republic of Kazakhstan, a cumulative score of B+ was assigned (individual parameters were rated at levels "A" and "B").

Yuliya Engel, a member of the Supreme Audit Chamber, noted that the results achieved were the result of consistent reforms in the public finance management system and the joint work of government agencies. In this context, the development of the external public audit system, the introduction of digital solutions and the application of advanced international standards and practices have contributed to strengthening financial accountability and transparency.

She stressed that the constitutional reforms of 2022 have strengthened the status and independence of the Supreme Audit Chamber and expanded its powers within the framework of the general financial control system. The personnel potential has been significantly strengthened: state auditors are selected through the national certification system, while a significant number of employees have internationally recognized professional certificates in the field of auditing and accounting.

Special attention is paid to monitoring the implementation of the Supreme Audit Chamber recommendations and ensuring transparency and openness of the audit results.

At the end of the meeting, the parties noted the importance of developing a roadmap for further improvement of the public finance management system, taking into account the PEFA assessment results and international recommendations.
