A Declaration on Establishing TURKSAI was signed in Istanbul with the participation of the Supreme Audit Chamber of the Republic of Kazakhstan

An official meeting with representatives of Supreme Audit Institutions of the Organization of Turkic States (OTS) member countries was held in Istanbul. Kazakhstan was represented at the event by a delegation of the Supreme Audit Chamber of the Republic of Kazakhstan, led by its Chairman, Alikhan Smailov.

The main topic of the meeting was the discussion of establishing the Organization of Supreme Audit Institutions of Turkic States – TURKSAI. The new professional structure will unite the Supreme Audit Institutions of the countries that are part of the OTS. Today, the combined population of OTS member states exceeds 160 million people, and their total GDP amounts to more than $1.8 trillion.

The key objective of the new organization will be to strengthen professional cooperation in the field of auditing across the Turkic space. This includes the exchange of knowledge and experience, the improvement of auditing practices, the enhancement of specialists' competencies, the implementation of joint and parallel audits, as well as the launch of research projects.

In his speech, Alikhan Smailov presented Kazakhstan's vision regarding the priority tasks and long-term development of TURKSAI. He emphasized that its establishment reflects the shared aspiration of the Turkic countries to strengthen institutional resilience and enhance transparency and accountability in public administration.

"We are deeply convinced that today's event is a historic step in developing cooperation between the Supreme Audit Institutions of our countries. I sincerely believe that TURKSAI will become a solid bridge of friendship, trust, and professional collaboration," said Alikhan Smailov.

According to him, in the era of digitalization, the Supreme Audit Chamber of Kazakhstan proposes directing joint efforts toward exchanging experience in the following areas:

  • application of artificial intelligence in audit processes;
  • use of big data analytics;
  • improvement of performance audit methods, as well as financial, environmental, and IT audits.

In addition, joint audit activities, practical trainings, mutual support within international organizations, and, overall, strengthening the influence of Turkic countries in the global audit community are of particular interest.

"We want to maintain regular dialogue so that TURKSAI becomes a symbol of effective, brotherly, and constructive cooperation. The Supreme Audit Chamber is ready to actively participate in the work of TURKSAI – from developing statutory documents to practical cooperation – for the prosperity of the Turkic peoples," Alikhan Smailov emphasized.

Following the meeting, the heads of the Supreme Audit Institutions of Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye, and Uzbekistan signed a declaration establishing the Organization of Supreme Audit Institutions of Turkic States – TURKSAI.

Turkish Court of Accounts will assume the chairmanship of the Organization for the next three years. Subsequently, the chairmanship of TURKSAI will be determined on a rotational basis in alphabetical order.
