Experts from the Supreme Audit Chamber of Kazakhstan and the Chamber of Accounts of Azerbaijan summarized the results of an analytical expert event in the field of ecology.
A joint meeting took place in Astana as part of the working visit of the official delegation of the Chamber of Accounts and the Ministry of Finance of the Republic of Azerbaijan.
The expert-analytical event was held concurrently in both countries as part of the implementation of the Action Plan for strengthening cooperation between the two agencies for the years 2024-2026, aimed at improving the quality of practices and methodologies in environmental auditing.
The Supreme Audit Chamber, with the assistance of the Ministries of Agriculture, Ecology and Natural Resources of the Republic of Kazakhstan, as well as the United Nations Development Programme in Kazakhstan, conducted an assessment of existing approaches and methods of conducting environmental audits and tested them in a pilot mode in the field of biodiversity conservation.
As the Member of SAC Rassul Rakhimov noted, the environmental audit allows for the evaluation of the effectiveness of the use of budget funds aimed at protecting the environment, identifying risks associated with environmental violations, and monitoring compliance with national and international obligations in the field of ecology.
During the meeting, working reports from specialists of the two agencies were heard, and an open discussion took place on key findings, problematic issues, and solutions within the framework of the event held.
The materials from the results of the parallel event will be used to develop the methodology and practice of state auditing in the field of ecology in both countries.
In addition, a working meeting of representatives of the Chamber of Accounts and the Ministry of Finance of Azerbaijan with representatives of the Ministry of Finance of Kazakhstan took place at the Supreme Audit Chamber.
The participants discussed current issues related to the activities of the state treasuries of the two countries, as well as budget accounting issues, block budgeting, and transaction control.
