A delegation of the Accounts Chamber of the Russian Federation has arrived in Astana on an official visit. The main purpose of the visit is to exchange practical experience and strengthen cooperation with the Supreme Audit Chamber of the Republic of Kazakhstan.
Thus, a round table was held with the participation of specialists from two institutions on key trends in the audit field. The participants discussed the issues of preliminary assessment of draft budget, assessment of the effectiveness of government programs, as well as the prospects for digitalization of auditing activities.
A preliminary assessment of the draft budget makes it possible to identify risks and inefficiencies before its approval. Thanks to this approach, it is possible to adjust financial plans in advance, increase the reasonableness of expenses and ensure a more rational use of budget funds.
Performance audit, unlike traditional control over compliance with rules and procedures, focuses on how appropriately and effectively resources are used. Such an analysis helps not only to fix violations, but also to propose solutions to increase the impact of government programs and initiatives.
Finally, the transition to digital tools allows auditors to process large amounts of data faster, identify hidden patterns, and automate routine processes. This makes the audit more accurate, operational and transparent, opening up new opportunities for real-time analysis and control.
Following the discussions and exchange of practical experience, Member of the Supreme Audit Chamber Amangeldy Issenov thanked the colleagues from the Accounts Chamber of the Russian Federation for their fruitful work.
"I am confident that this discussion will become the basis for further concrete steps, and the knowledge gained will find practical application in improving the activities of the supreme audit institutions of our countries," he said.
It is worth noting that the cooperation of the supreme audit institutions of the two countries gained a solid foundation with the signing on December 2, 2004 of the Agreement on Cooperation between the Supreme Audit Chamber of the Republic of Kazakhstan and the Accounts Chamber of the Russian Federation. This important document was updated and re–signed on September 6, 2017 in Baku (Azerbaijan) within the regular Session of the Council of Heads of Supreme Audit Institutions of the CIS member States, which confirmed the striving to strengthen partnership in the new conditions.
