Identical violations in the quality of the development of indicators of budget programs, their absence and the absence of performance reports were found for all audit objects.    The total amount of ineffective planning and use amounted to 7,814,833.0 thousand tenge, the main amounts of violations are related to overestimated budget planning by the office of the mayor of Rudny in the amount of 130,073.5 thousand tenge, expenses of the housing and communal services department at the expense of the reserve of the local executive body in the amount of 755,000,0 thousand tenge in order to repay accounts payable to Rudnensky Vodokanal LLP, the implementation of budgetary investments in the authorized capital of Rudnensky Thermal Networks LLP in the amount of 731,834.0 thousand tenge, for activities that do not contribute to the development of a legal entity. In general, according to the results of unrealized budget investments by the subjects of the quasi-sector, non-development amounted to 2,778,805.8 thousand tenge. In the absence of facts entailing an increase in budget expenditures and revenues, as well as without coordination with the local community, expenditures were planned in the form of targeted current transfers to lower budgets in the amount of 822,331.9 thousand tenge.         The police station built by the construction department is idle and not in use, the amount of costs for inefficient construction amounted to 25,000,0 thousand tenge. In general, according to the assessment of the population, the quality of life in Rudny is assessed as satisfactory. Food stability is good, but there is a high level of food prices, as well as low availability of preschool institutions. The quality of medical services, the work of cultural and recreation organizations, the state of public order and security is satisfactory, the condition of highways is not satisfactory. The work of the housing and communal services department, in certain areas, the sports department, the sports club, the work of akims P. Kachar and Gornyatsky was assessed well.
