The state audit of the effectiveness of the activities of individual local executive bodies of the city of Arkalyk on the basis of the risk management system covered 4 objects.
The amount of funds covered by the audit is 8,814,081.2 thousand tenge, the total amount of violations identified amounted to 3,541,393.2 thousand tenge, which is 40.2% of the total amount of coverage, of which:
1) financial violations of 300 444.4 thousand tenge, including 119 125.2 thousand tenge to be reimbursed, 181 319.2 thousand tenge to be restored;
2) the amount of inefficient use of budget funds, assets 1,599,589.0 thousand tenge;
3) the amount of inefficient planning of budget funds, assets 1,641,359.8 thousand tenge;
Procedural violations in the amount of 80 units, systemic deficiencies of 10 units.

GU "Department of Employment and social programs of the Akimat of the city of Arkalyk".
The total amount of established financial violations amounted to KZT 24,492.8 thousand, including reimbursable – KZT 5,693.5 thousand, restoration – KZT 18,799.3 thousand, the amount of inefficient budget planning – KZT 59,217.0 thousand, the amount of inefficient use of budget funds (assets) – KZT 13,371.9 thousand and procedural violations – 41 units, system problems and shortcomings – 2 units.
During the state audit, 786.1 thousand tenge was reimbursed to the budget revenue, and 18 799.3 thousand tenge was restored according to accounting.
The survey reflects a positive assessment of the activities of the Employment Department and its departments. However, 24 respondents, or 35.4% of respondents, expressed a desire to allocate additional premises for classes, retrofit the material and technical condition of departments, and to fill the shortage of some specialists at a semi-stationary type department.
Particular attention should be paid to the opinion of 40 respondents or 56.3% who believe that the employment authorities are taking active measures to get out of a difficult life situation. In other cases, recipients of targeted social assistance are unable to lead a working life or show indifference in engaging in the proposed active employment measures.
According to 8 respondents or 42.1% of all respondents, additional, special, as well as social jobs are not created for the employment of persons with disabilities, professional training is not organized. In addition, the other 8 respondents or 42.1% believe that, in general, these rights are respected, but at the same time local executive bodies create conditions within the available capabilities.
KSU "Employment Center of the akimat of the city of Arkalyk".
The total amount of established financial violations amounted to 4,239.6 thousand tenge, including those subject to compensation – 4,050.6 thousand tenge, restoration – 189.0 thousand tenge. The amount of inefficiently used budget funds is 19,874.4 thousand tenge. The amount of inefficiently planned budget funds is 33,276.1 thousand tenge Procedural violations in the amount of 2 units. System problems and shortcomings – 7 units.
During the state audit, 189.0 thousand tenge was restored according to accounting.
The survey showed that by contacting the Employment Center of 35 respondents, they received information about vacancies (35.6%), consulted on micro-loans (28.9%), got a job in social and public places (15.6%), received short-term vocational education (13.3%), are undergoing youth practice (6.6%).
Respondents also answered that they constantly face employment problems (57.1%), have difficulties finding employment in their specialty (25.7%). Only 11.4% of respondents indicated that there are no problems with employment.
As part of the survey, respondents were asked to evaluate the completeness and quality of interaction with the Employment Center. The lowest scores were given by respondents on such parameters as obtaining real assistance in finding a permanent job and the level of the salary offered (2.9 points). The possibility of finding a job in the specialty and the quality of the vacancies offered were also assessed on average satisfactorily.
State Institution "Department of Housing and Communal Services, passenger transport, highways and housing inspection of the Akimat of the city of Arkalyk".
The total amount of revealed financial violations amounted to 142,142.3 thousand tenge, including 108 745.7 thousand tenge to be reimbursed (received by the budget), 33 396.6 thousand tenge to be restored. Procedural violations – 22 units . Inefficient planning of budget funds in the amount of 1,548,716.7 thousand tenge and inefficient use of budget funds (assets) in the amount of 1,559,411.0 thousand tenge.
During the state audit, 407.7 thousand tenge was transferred to the state budget revenue, and 33 396.6 thousand tenge was restored according to accounting.
According to the results of the survey, it was found that 47 respondents (or 42.7%) are satisfied with the quality of public services provided by the housing and communal services department of the city of Arkalyk, 40 respondents (or 36.3%) are not satisfied, 23 (or 21%) respondents said they did not apply for public services, 65 respondents or 59% are not satisfied with the quality of highways 51 or 46.4% of respondents are not satisfied with the work carried out by the housing and communal services department on the improvement of courtyards, roads and streets; 73 or 66.3% of respondents are not satisfied with the maintenance (cleaning) of highways in winter; 39 people or 35.4% indicate problems with the removal of solid waste collection and transportation; 36 or 32.7% refer to frequent interruptions in water supply; 59 or 53.7% of respondents are not satisfied with the quality of services provided by route passenger carriers; the state of the housing stock does not satisfy 63 or 57.2% of respondents.
State Institution "Department of Construction, Architecture and Urban Planning of the Akimat of Arkalyk".
The state audit conducted in the State Institution "Department of Construction, Architecture and Urban Planning of the Akimat of the city of Arkalyk" covered funds in the amount of 562,886.6 thousand tenge. The total amount of established financial violations amounted to 129 569.7 thousand tenge, including 635.4 thousand tenge to be reimbursed, 128 934.3 thousand tenge to be restored, the amount of inefficient planning of budget funds (assets) – 150.0 thousand tenge, the amount of inefficient use of budget funds (assets) – 6 931.7 thousand tenge and procedural violations – 15 units., system problems and shortcomings – 1 unit .
During the state audit, 436.1 thousand tenge was reimbursed to the local budget revenue, and 128 894.3 thousand tenge was restored according to accounting,.
According to the results of a survey of the population (20 people) with the level of social and engineering infrastructure, it was found that 60% of respondents are satisfied with the quality of public services provided by the Construction Department, a significant part of respondents (60%) do not receive information about planned buildings or other urban planning changes, the majority of respondents (80%) make post-disposal on their own, 50% of respondents they believe that the appearance (facade) of new buildings (houses) corresponds to the architectural style of the city, 75% of respondents are satisfied with the general development plan of the city of Arkalyk", a significant part of respondents (60%) want the construction of schools, residential buildings in the city of Arkalyk, while 15% of respondents want the construction of kindergartens, 35% of respondents would like the reconstruction of residential buildings, while 15% of the reconstruction of kindergartens.
