Energy - producing organizations in Kazakhstan have submitted an application to adjust the marginal tariff

Electric power industry in Kazakhstan needs to update existing assets. Due to the electric capacity market introduced in 2019, the assets of the stations have started to be updated. However, according to the forecast revenues received from the electric capacity market, do not allow to fully implement the modernization and upgrade already completed its fleet life of the equipment stations, the press service of ME RK reports.

The level of station wear increases from year to year. In this connection, the quality of electricity supply is put at risk.

The current level of marginal tariffs of energy-producing organizations (hereinafter referred to as EPO) does not fully cover the costs of EPO, and stations are forced to allocate part of the revenue from the electric power market to cover current costs.

The wear and tear of the equipment is about 60%. This fact is confirmed by the cases of emergency disposal of power capacity, reducing the quality of electricity supply of consumers and increase risks based on the unified power system of Kazakhstan from the neighbouring countries.

In 2019, due to capacity wear, insufficient maneuverability and numerous emergencies, Kazakhstan was forced to purchase services for regulating electric capacity from neighboring countries in the amount of more than 8 billion tenge, which ultimately has a negative impact on the tariff of Kazakhstan's consumers.

If the situation persists, the funds that can be used in the energy sector of Kazakhstan for the reconstruction, modernization and renovation of stations will also go to neighboring countries.

When changing the EPO marginal tariffs, the average receipt for payment of electric energy for end users for statistical average apartments may increase no earlier than the fourth quarter by no more than 200 tenge per month to current accounts.

In its turn, it will be possible to fully use the amount of investment in the modernization of power plants, which should amount to more than 70 billion tenge this year.

The price of electric energy of energy-producing organizations is established according to the contract between the supplier and the consumer, including with energy-supplying organizations, but not above the marginal tariff established by the state body.

Tariffs for electric energy are set for 7 years in accordance with the Law, and every year power plants see an increase in the cost of producing electric energy. In the event of an actual increase in the costs of energy-producing organizations for the production of electric energy, the EPO has the right to submit an application to the authorized body for an adjustment of the marginal tariff.

Since the beginning of 2020, EPO independent costs for:

purchase of fuel (increase of 9.9%), electricity from renewable energy sources (increase renewable energy tariff by 9.3%, the volume of mandatory purchase of renewable energy increased twice); mandatory payments to the budget (increase depends on the growth of the MCI); regulated services of the system operator (increase of 12%) have increased.
