In Kazakhstan has amended the Law which provides with natural gas petrogaschemical projects
For today, Kazakhstan plans to implement a number of projects on production of petrogaschemical products using raw materials - gas. However, earlier the mechanism of gas supply to these projects didn't set, the press service of ME RK reports.
The Ministry constantly conducts a systematic work on transition from the raw material orientation of the oil and gas industry to the creation of petrogaschemical plants that produce products with high added value.
Natural gas is the most valuable raw material for gas chemistry. Increasing the degree of recovery and efficient use of all valuable gas components gives life to whole classes of new chemical materials.
It should be noted that gas chemistry products are a valuable export product, which is more profitable to trade than just gas. After four or five stages of gas processing (for example, gas→ethane→ethylene→polyethylene→products made of polyethylene), the cost of the final product increases by about 5-6 times.
One of the key issues is the providing with raw materials.
In order to resolve this issue, amendments were made to the Law "On gas and gas supply" (Law No. 297-VI of 30.12.2019 "On amendments and additions to certain legislative acts of the Republic of Kazakhstan on subsoil use, gas and gas supply").
In the framework of the implementation of the Law, by order No. 165 of the Minister of energy of the Republic of Kazakhstan dated April 29, 2020 the Rules of forming a list of investment projects on production of petrogaschemical products were approved
The Rules provide a mechanism for evaluating the effectiveness of investment projects from the point of view of the state.
According to the mechanism, projects will be evaluated on a point system based on criteria that characterize their advantages based on macroeconomic, social, environmental and technical indicators.
The production of a basic gas chemical products with high added value will serve as a solid basis for the development of deep processing in the oil and gas industry, which corresponds to our strategy of technological development.
