Ministry of Energy of the Republic of Kazakhstan informs about conducting auctions for commissioning of new electric capacities in Turkestan and Kyzylorda regions

Ministry of Energy of the Republic of Kazakhstan, in the frame of execution of the order of the Head of a State Kassym-Jomart Tokayev dated January 26, 2021, is working on introduction of new regulating electric capacities for the development of flexible generation.

 

Auctions for construction of generating units with maneuverable generation mode are conducted according to the Law of the Republic of Kazakhstan “About electric power” and Rules for organizing and conducting auctions for construction of newly commissioned generating units with maneuverable generation mode, approved by the order of the Acting Minister of energy of the Republic of Kazakhstan dated April 30, 2021 (Rules).

 

On April 21, 2022 by the order of the Ministry of energy of the Republic of Kazakhstan, amendments to the approved Schedule of auctions for construction of newly commissioned generating units with maneuverable generation mode for 2022 were made (Auction schedule) (link: https://www.gov.kz/memleket/entities/energo/documents/details/300167?lang=en).

 

In July 2022 it is planned to hold the following auctions:

 

- July 13, 2022 – in South area (Kyzylorda region), auction for construction of a combined-cycle gas plant with issuance of thermal energy with the volume of purchase of services to maintain the availability of 240 MW electric power;

 

- July 15, 2022 – in South area (Turkestan region), auction for construction of a combined-cycle gas plant without issuance of thermal energy with the volume of purchase of services to maintain the availability of electric power of 926.5 MW.

 

The return on investment for implementation of these projects will be carried out within the framework of the capacity market and will begin after the commissioning of generating units.

 

At the same time, we note that the winners of the auction independently determine the configuration and manufacturer of generating units, provided that the requirements of the Rules and the Auction Schedule are met.

 

We inform you that on the website of the Ministry of Energy of the Republic of Kazakhstan there are auction documents for the construction of the above-mentioned generating units with maneuverable generation mode, formed on the basis of the developed preliminary feasibility studies.
