Kazakhstan plans to adopt a bill stimulating the construction of maneuvering capacities in the electric power industry

This was told by the Minister of Energy of the Republic of Kazakhstan Nurlan Nogayev, during his working trip to Almaty region, the press service of the Ministry of Energy of the Republic of Kazakhstan reported.

During the visit, Nurlan Nogayev got acquainted with the work of  solar and hydroelectric power plant in the Kapchagai reservoir area, visited construction site of a wind power station in the Shelek village and Moinak hydroelectric power plant and discussed with the responsible persons for energy supply of Almaty and Almaty region.

Answering journalists' questions, Nurlan Nogayev spoke about how the government of Kazakhstan intends to stimulate the construction of maneuvering capacities in the electric power industry.

As you know, today in Kazakhstan, a surplus of electric power is caused by a shortage of maneuverable capacities. Electricity consumption during the day is uneven, with an increase in the evening hours and a decrease at night, requiring an operational variable work of power plants. The existing regulation capabilities of the existing power plants are insufficient, and therefore the system operator is forced to use the regulation of the Russian energy system.

- The Ministry has initiated a number of amendments to existing laws, which are currently under discussion in Parliament. Among other things, these changes will stimulate investors for the construction of renewable energy sources (RES) by extending the terms of contracts to purchase electricity, centralized purchase and sale of flood electricity through the financial settlement center (FSC), providing financial support to FSC from the government to reduce investors' risk and lower prices for electronic trading for RES, - said Nurlan Nogayev.

- Development of maneuvering capacities to attract them to the regulation of production-consumption imbalances will allow to  redirect the purchase a part of services to compensate deviations to power plants in Kazakhstan. The selection of projects for the creation of maneuvering generation will be carried out through the use of auction selection, which will give impetus to the construction of such sources, to select the most effective projects with a minimum impact on prices for end consumers. These measures will increase the investment attractiveness of the renewable energy sector of Kazakhstan, and will also have a positive effect on the country's energy system.
