B. Saparbayev informed the head of state about the implementation of the state program "Enbek", the measures taken to assist low-income and large families, and also told about ensuring population employment through the opening of new jobs.
Thus, measures to promote employment in 2019 will cover about 620 thousand people. The main sources of employment growth will be grants for the opening of enterprises, microcredit, retraining and training of persons who do not have a specialty, youth practice and public works. Professional training will be covered by 99.2 thousand people. For the development of mass entrepreneurship it is planned to issue 14 thousand microcredits and 13.6 thousand grants for the implementation of new business ideas. About 105 thousand people will be employed for subsidized jobs. 6 thousand people will be resettled in labor-deficit regions.
In general, by 2021, more than 1.1 million jobs will be created, of which 633 thousand will be created within the framework of state programs, 495 thousand – private initiatives.
B. Saparbayev reported to the head of state on the implementation of social measures of Elbasy "Aleumettik kamkorlyk". According to the Minister, in the first quarter of 2019 measures of social support covered 282 thousand people in the amount of 9.3 billion KZT. 31.9 thousand jobs have been created, including 9.5 thousand of low-income and large ones.
The Ministry has also developed a unified package of social assistance and services that will be provided to low-income families by local executive bodies. The social package includes 11 measures of social support and social services at the expense of the local executive body.
According to akimats, in 2019, 287 thousand children will be provided with free food in schools, 553 thousand people – free travel, 219 thousand schoolchildren – school uniforms and supplies, about 30 thousand children – places in kindergartens, 186 thousand children will receive vouchers to camps. More than 460 thousand people will receive one-time assistance, 5 thousand recipients of ASA will be employed, 5 thousand people will improve housing conditions through the system of housing savings. In general, it is planned to cover 821 thousand people in the amount of 83.1 billion KZT by all types of social assistance.
Also, the Head of state was informed about the work on the implementation of the Portal of social services from the second half of this year, which will improve the provision of technical means and services for the rehabilitation of persons with disabilities, reduce the time of their receipt and provide an opportunity for self-selection, taking into account the individual needs of recipients.
The Minister reported on the systemic measures to be taken within the framework of the National plan to ensure the rights and improve the quality of life of persons with disabilities until 2025.
Kasym-Zhomart Tokayev pointed to the special importance of quality implementation of state programs of social protection of the population, primarily aimed at improving the welfare of low-income families with many children. The President stated the need to take measures to prevent the excess of the unemployment rate of 4.5%. In addition, he focused on the importance of supporting citizens with disabilities.
Head of state gave a number of specific instructions on the timely and qualitative implementation of social programs.
