6 766 people of Kazakhstan moved from South to North according to the regional quota in 2018

In 2018, the regional quota for the reception of immigrants was established in the amount of 1 517 families of immigrants or 6,363 people. During the year, 6 766 people (1 858 families) or 106% of the plan, were resettled from the labour-surplus regions to the Northern regions. Recall that the State program for the development of productive employment and mass entrepreneurship "Enbek" for stimulating the mobility of labor resources provides for measures of state support to persons voluntarily resettled in the regions determined by the Government.

In accordance with the Law of the Republic of Kazakhstan "On migration of population" migrant retirement regions are Almaty, Zhambyl, Mangistau, Turkestan, Kyzylorda. In them, the annual population growth over the past 10 years amounted to more than 2% of the population of the region, and the population density – more than 6.4 people per square kilometer.

Regions of reception of immigrants became East Kazakhstan, Kostanay, Pavlodar, North Kazakhstan areas.

Participants of voluntary migration are provided with subsidies for relocation - a one-time payment to each family member for 35 MCI (88 thousand KZT). To cover the cost of rental housing and utilities monthly for 12 months for the family is paid from 15 to 30 MCI (from 39 thousand to 76 thousand KZT).

In addition, since 2018 employers are provided with subsidies in the amount of 450 MCI (1 136 thousand KZT) for each employed worker (at least 5 people) from among immigrants.

Also a new tool aimed at the development of new business ideas among immigrants and oralmans was launched. For this purpose, the participants of the program are provided with state grants for the implementation of new business ideas in the amount of up to 100 MCI (252 thousand KZT).

There are also issues of provision of housing in accordance with the instructions of the Head of state since 2019, a new mechanism for the construction and purchase of housing for immigrants with the participation of employers has been introduced in the program. After the pilot implementation in the North Kazakhstan region, it is planned to extend it to other regions of reception of immigrants. The new mechanism will provide housing for about 3 000 displaced families in the next three years. To expand the coverage of measures to support immigrants provided priority right to participate in the voluntary immigration of graduates of the project "Mangilik el zhastary - industriyaga!» («Serpin»).

As the analysis shows, more than half of the migrants moved to Pavlodar – 31%, East Kazakhstan - 27%, North Kazakhstan – 22%, Kostanay region-16%. Most of them left Turkestan region – 36%, Almaty region – 28%, Zhambyl region – 15%, Kyzylorda region – 13.5%, Mangistau region – 2.7%. 48% of immigrants or 3 265 people of working age. Of these amount, 2 208 or 70% are employed. In addition, 180 people are engaged in entrepreneurial activities and 112 people are enrolled in training at the new place of residence.
