Majilis approved in first reading the draft law on social security

Today, during "On the introduction of amendments and additions to some legislative acts of Kazakhstan on social security issues," the plenary session of the Majilis of the Parliament of the Republic of Kazakhstan in the first reading approved the draft Law of the Republic of Kazakhstan.

The main innovations of the bill is the introduction to the July 1, 2018 the new state allowance for carers of the disabled of the first group with over 18 years of childhood.

Additionally, invalids of the first group on the basis of individual rehabilitation programs already provide the means and rehabilitation services in accordance with the medical and social indications and contraindications.

Will also be amended in the Law "On special social services" to ensure joint participation in social services not only the state but also the citizens themselves, family members, private sector and NGOs, which will improve the quality of social services, including and through the expansion of private sector participation.

In addition, the planned creation of a portal of social services, which will contain personalized information about the recipients of social services and social services. It will be updated regularly based on natural movement and changes in the composition of services consumers and professionals providing special social services.

The bill provided for amendment and the Law of RK "On state social aid" in terms of prolongation of the social contract in the event of changes in terms of active employment promotion measures. This will allow in practice to fix the objective circumstances in which the social contract period may be extended, which will increase the efficiency of performing low-income citizens of their contractual obligations.

At the same time, the bill amends the transition to a daily schedule of financing of social payments from the State Social Insurance Fund, which would reduce the time for obtaining social benefits up to 3 business days after their appointment.

Along with this, the document regulates the amendments to provide persons discharged from military service after June 13, 2017 the right to travel at the expense of the state in the rail, road and inland waterway transport to the place of military registration or chosen place of residence within the Republic of Kazakhstan.
