The procedure for determining the disability and the degree of disability will be simplified

March 14, 2018 on the site of the Ministry of Labor and Social Protection held a press conference on the topic: "Digitalization of the social and labor sphere." Svetlana Zhakupova, Vice Minister of Labor and Social Protection of the Population of Kazakhstan, took part in the press conference.

In the Address of the Head of the State "New Development Opportunities in the Conditions of the Fourth Industrial Revolution", theses on digitalization are noted in all ten problems. Digital modernization of the social and labor sphere is carried out in the context of the program "Digital Kazakhstan".

The vice minister said that the reception of documents for the three social services will be carried out on the principle of "one statement" through the state corporation. These services include: the appointment of pension payments by age, basic pension payments and pension payments from the EPPF. At the same time, the purpose of paying the difference under the state guarantee when the recipient reaches the generally established retirement age will be proactive with the exception of receiving the application.

"As a result, all pension payments will be transferred to one bank account of the pensioner at the same time, and payment of the state guarantee - at a time. In addition, mechanisms are being developed for transferring to the proactive order six state services for the purpose of social payments, "said Svetlana Zhakupova.

The speaker also spoke about the rules for determining the disability and the degree of disability.

"Given the importance, we understand that we are concerned with creating conditions for the establishment of disability and the degree of disability. In particular, the applicant can now, instead of three organizations, apply only to medical and social expertise. In the future, we plan to make the procedure of certification more accessible, eliminating the personal presence of citizens and thus eliminating the conditions for corruption in decision-making, "the vice minister said.

In addition, on the basis of the labor exchange for the self-employed, the mechanism of simplified registration in state revenue bodies will be implemented and a system of accounting for labor contracts will be introduced. This will allow to abandon paper labor books and prepare the way for the introduction of universal income declaration.

It should be noted that the Unified Information System covers the whole social and labor sphere and "accompanies" Kazakhstanis throughout the life cycle, as well as provides automated services such as: personal registration of citizens at birth, employment, transfer of pension contributions to the EPPF, social deductions to the SSSF, social risks, social services, payments, etc. The volume of services provided is constantly growing. In 2017, more than 19 million services were provided, 17% of which were through the e-gov portal. According to the Vice-Minister, personal information on all service recipients is updated online, which allows monitoring the provision of social rights of citizens and, if necessary, making relevant decisions.
