The action "Conclude an employment contract" has started

One of the most topical problems is the use of labor of workers without the conclusion of labor contracts or the conclusion of contracts of a civil-law nature. At the same time, shadow labor relations, as a rule, are the result of employers' departure from tax and other mandatory payments for the sake of economy.

As a result of a round-up visit last year, about one million people were identified, for which employers do not pay mandatory pension contributions and social contributions.

Moreover, over the past 2 years, state labor inspectors have identified over a thousand employers who used the labor of employees without entering into employment contracts. Mostly these are specialists engaged in construction, trade, public catering and agriculture.

The action is launched with the aim of preventing and revealing informal labor relations, reducing the hidden forms of labor relations, raising the awareness of citizens about their rights at work.

The tasks of the republican action "Conclude an employment contract" are:

1. formalization of labor relations, the involvement of informally employed citizens in the system of pension, social and health insurance;

2. formation of negative attitudes towards informal employment among the population, strengthening of administrative response and control measures through preventive control based on the assessment of risks of informal employment, through visits of employers and self-employed;

3. conducting mass outreach work among the population with participation of state bodies, social partners using media resources.

The organizers of the action are the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, NPP "Atameken" and the Federation of Trade Unions of the Republic of Kazakhstan.

The Ministry of Labor and Social Protection of the Republic of Kazakhstan, as the main organizer, will monitor the progress of the action, carry out information support of the action in the media, hold forums with employers.

It should be noted that the republican action "Conclude an employment contract"

will last until 2019.
