In the framework of President's address before the MLSPP set specific targets for the development of social and labor sphere.

The head of the state N. Nazarbaev criticized the work of the MLSPP in terms of the formalization of self-employment. Vice-Minister of MLSPP Svetlana Zhakupova noted that the work in this direction will be intensified, and told about the measures that have been taken against self-employed people in 2017.

"Last year, local authorities held a work podvorovoy traversal of the population of 5.7 million people, did not have 1.04.2017 year status in database updated and government agencies defined the status of 2.5 million. For today the work on remaining 3.2 million people, including 504 thousand is left, in other regions of the country and abroad - 363 thousand people, and students – 123 thousand dead citizens - 17,5 thousand," - said the Deputy Minister.

Overall, in 2018 it is planned to be targeted the employment of more than 570 thousand people, accounting for 40% of the unproductive self-employed and the unemployed identified in Podoroga bypass.

Also, developed a regional Road map towards formalizing and Map employment, taking into account all the infrastructure projects implemented in the regions within the framework of state programs, development programs and private initiatives, which will create jobs.

The implementation of the directions of the Road map will provide a formalization of self-employed people in the labor market in the medium term up to 1.2 million people.

On behalf of the Head of state, the Ministry launched a unified information base of the labor market – the "Electronic labor Exchange".

Today on the portal of  ELE are more than 24 thousand jobs and more than 5.7 thousand resumes from employers, employment centers, Chazov employment and media partners of  ELE have become 27 private employment agencies and Internet sites market.kz and zarplata.kz.

These measures will allow to provide services to the population of the new format, to increase the coverage of citizens by employment promotion measures. From January 2018, the Portal launched throughout the country.

In his address the President set the task of generating a clear consistent policy on the employment of redundant labor force which entails the digitalization of the economy.

Currently, the Ministry developed a road map for the four pilot companies (LLP "Eurasian group", JSC "ArcelorMittal Temirtau", LLP "Kazakhmys Corporation", LLP "Bogatyr Komir").

In all regions and cities of Astana and Almaty set up a regional headquarters for the managed flow of labor. At the moment the road map from 137 large enterprises of the Republic.

On behalf of the Head of state about formation of the new social policy and the increased targeting of assistance to those most in need, in Kazakhstan gradually introduced new approaches of targeted social assistance (hereinafter – TSA), based on the principles of conditionality and conclude a social contract.

"Distinctive parts of the new approach of TSA from the current system is a mandatory part of working low-income citizens in active measures to promote employment, while stimulating themselves needing to use an active role in finding their place in the competitive environment of the labor market" - said Svetlana Zhakupova.

During his speech the Head of state set the task on introduction of a monthly state allowance for parents caring for adults with disabilities and groups since childhood. To date, the monthly state allowance for parents of a disabled child, is paid before reaching the age of 18 a disabled child in the amount of 1.05 monthly wage (in 2018 29 696 tenge)".

In addition, during the briefing, Vice Minister of labor and social protection of population of Kazakhstan commented on the main changes in terms of increasing pension payments and social benefits.

Thus, from 1 January 2018, subject to an annual increase of pension payments by age and retirement benefits for years of service 8%, increased the amount of state basic pension payment (15 274 tenge).

The results of the review of the structure of  LW, from 1 January 2018, and its value is compared with the 2017 year increased to 16%, which consequently resulted in increase in the size of state social benefits for disability, loss of breadwinner and age.

"From January 1, 2018, provides for a gradual increase in the retirement age for women from 58 years to 63 years, which will be implemented in the period from 2018 to 2027 years, for 10 years for 6 months each year. If we do not carry out this reform, tomorrow's women will find themselves with a low size of the cumulative pension and without sufficient retirement savings, and, therefore, without adequate pensions," - said the Deputy Minister.
