Significant changes will occur in the pension system of Kazakhstan to 2018

This year, on behalf of the Head of the state N. Nazarbayev pension payments were increased by 20% relative to the level of 2016. Thus, the state implements all the necessary measures to social obligations.

About these and other changes in the scope of the pension system told the Vice-Minister of labor and social protection of population Svetlana Zhakupova.

Since January 1, Kazakhstan increased pensions - joint and several (labor) pensions by 8 %. The basic pension, as well as other types of benefits - 6 %.

However, we will revise the method of appointment of the basic pension. If today's basic pension all receive the same regardless of seniority, from July 1, 2018, the basic pension will be calculated depending on seniority.

As noted by Svetlana Zhakupova, seniority will be taken into account before January 1, 1998 and after January 1, 1998, a list of pension contributions to the accumulative pension system.

"For example, people retiring in the next year. Seniority in the solidarity pension system before 1 January 1998 is 20 years and for 15 years without a break he enumerates the mandatory pension contributions to accumulative pension Fund. Thus, the total experience is 35 years. In accordance with the methodology, with the existing experience of 10 years or less, assigned to 54% of the subsistence minimum. In absolute terms, next year is 15 274 tenge.

In excess of 10 years of experience for each year will increase 2%. If as above in example – total work experience is 35 years, the size of basic pension payments will be 100% of the subsistence minimum. If a person has 20 years of experience, while 74% of the subsistence minimum", - summed up the Deputy Minister.

With regards to recipients of the basic pension, it is worth noting that today in the country is 2 million 139 thousand. For 44.1 per cent of their basic pension will be doubled. If today they get 14 466 tenge, from 1 July 2018 it will be 28 274 thousand tenge.

This measure will allow to solve topical issue in respect of pensioners who have a very great working experience, but receive less than the average size of pension payments. For them this is a significant improvement, allowing to restore social justice.

In addition, from 1 January will be changed and the structure of the subsistence minimum. Today its value is 24 459 tenge. Changing the structure will increase the cost of living 16%.

We will remind, today the food basket consists of food and non-food, where the ratio is 60% to 40%. From 1 January 2018, this ratio will change in the direction of increasing the share of non-food subsistence minimum and will be 55% to 45%. Thus, from 1 January of the current year the living wage will be 28 284 tenge.

According to Deputy Minister, all pension benefits solidarity pensions are always indexed to the inflation rate of 2%.

"If in previous years according to official statistics the inflation rate was 7%, we indexed pensions by 9%".
