According to the plans of the Ministry of Labor and Social Protection of Population (hereinafter - MLSPP), the organization of social services in the new conditions will be based on the joint participation of the state, citizen and family.
To increase the targeting of the services, it is planned to move from the declarative to the revealing service delivery approach, Svetlana Zhakupova, Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan, reported today in Astana at a briefing in the Central Communications Service.
"In the Address of the Head of the State to the people of Kazakhstan it is noted that in order to expand the sphere of social services, the volume of social services and improve their quality it is necessary to develop and legislatively approve the list of guaranteed and additional social services and make changes in the procedure for their provision," the speaker began his speech.
At the same time, within the framework of the Program article "Looking to the Future: Modernization of Public Consciousness", the Ministry of Labor and Social Protection prepared a new Concept for the Further Development of the Social Services System, which considers the following areas:
- Expanding the coverage of citizens by the system of social services, ensuring the availability of services in rural areas, since NGO today mostly work in cities;
- revision of tariffs for services and standards to attract the private sector. They will be developed taking into account actual actual costs of both public medical and social institutions and NGO.
Due to competition, it is expected to improve the quality of services provided. In this regard, new standards will be developed, the system of training and retraining of personnel is revised. The issue of increasing wages by changing the mechanism of financing is also being considered.
Targeted social assistance of a new format
As of October 1, 2017, 161,700 people took part in the "Orleu" project, which is 5.3 times more than in the same period in 2016. Active forms of employment assistance attracted 32.5 thousand people.
It should be noted that during the reporting period 24,861 people were employed for permanent jobs and 4,697 people were sent to public works and social jobs. In addition, more than 2276 specialists are directed to retraining (advanced training) and youth practice.
As a result of participation in the project, the per capita income of the participants increased 3.1 times.
Recall, the pilot project "Orleu" is a set of measures to provide financial assistance on the terms of a social contract. The "Orleu" project is designed to prepare the population for the introduction of a new format of targeted social assistance (hereinafter - TSA).
TSA in the new format from January 1, 2018 will be provided to families with incomes below 50% of the subsistence minimum for each family member.
Thus, the introduction of a new format of TSA will help to increase the social responsibility of beneficiaries of social assistance, increase their motivation to find work and self-sufficiency, and increase the participation of low-income citizens in the country's economy and in society.
Modernization of the pension system
The Ministry of Labor and Social Protection of the Population is actively working to explain the new mechanism for assigning a basic pension, which will be implemented from July 1, 2018.
"At present, the basic pension is assigned to persons who have reached the retirement age in the same amount without taking into account the length of service and participation in the formation of pension savings. From next year, the basic pension will be appointed depending on the length of participation in the pension system. This will take into account not only the period of pension contributions to the accumulative pension system after 1998, but also the length of service until 1998, "explained Svetlana Zhakupova.
This approach restores justice to people who are now receiving low pensions, having 30 to 40 years of seniority. For persons who have worked more than 33 years, both before 1998 and after 1998, the size of the basic pension will be doubled compared to the current one. If today it is 14 thousand tenge, then from July 1, 2018 this group of pensioners will receive 28 thousand tenge.
For each year, worked over 10 years, the basic pension will increase by 2%. For example, the experience of 20 years - the basic pension will make 74% of the subsistence minimum (hereinafter - PM), if a person worked 30 years - the basic pension - 94% of the PM. At the same time, the law establishes that with an employment of 33 or more years the amount of the basic pension will be 100% of the PM.
"The work carried out by the Government in the social sphere implies an integrated systematic approach to solving the entire scope of tasks for all recipients of state aid," the Vice Minister of Labor and Social Protection of the Republic of Kazakhstan noted.
Two million Kazakhstani pensioners have already received an increase in pensions by 20% compared to last year. As a result, from July 1, 2017, the size of the basic pension is 14,466 tenge, the minimum pension is 31,245 tenge.
Next year it is planned to increase the solidarity pensions ahead of the forecasted inflation rate by 2%.
In addition, taking into account the revision of the structure of the subsistence minimum and its growth by 16% next year, the amount of disability benefits and the loss of the breadwinner will be proportionally increased. This will affect about 570 thousand recipients of these types of benefits.
