Tamara Duissenova told about the preparation for the introduction of targeted social assistance to the new format

During the joint briefing of Ministers, Minister of labor and social protection of population Tamara Duissenova told about the main results of the preparations for the introduction of targeted social assistance the new format.

According to Tamara Duissenova: “today we completed the payment of increased pensions to our retirees - more than 2 million people. In addition, we have provided up to 20% increase in lump sum payments on the birth of a child.

With regard to the targeted social aid is changing the ideology of format: now all the disabled citizens in need of state support from January 1, 2018 will receive increased benefits.

Able-bodied citizens will receive 2 packages of social support is social aid, as well as the opportunity to study at state expense, microcredit at the expense of the state and the possibility of relocation by the state to the regions, where the demand for labor resources under condition of participation in the employment program”.

To prepare for the new format of targeted social assistance in Kazakhstan for the fourth year, a project "Orleu". In the pilot regions, the project has shown its effectiveness, and today it covers all areas.

As of July 1, 2017 participants of the project "Orleu" were 107,1 thousand people, up to 5.9 times (was 18.3 per thousand people) compared to the same period last year; measures to promote employment were provided 20,9 thousand persons or 88.2 % of the total number of able-bodied participants of the project "Orleu"; the income of poor project participants increased 2.9 times from 6.0 thousand tenge (before the project) to 17.5 thousand tenge (after project participation).

To implement the project in 2017, the national budget provided funds in the amount of 7.1 billion for the involvement of no less than 150 thousand low-income citizens from all districts and cities of the country.

Thus, the introduction of the new TSA format will enhance the social responsibility of recipients of social assistance, strengthening their motivation to find work and self-sufficiency, and to increase participation of poor people in the economy and in society. Ultimately, this has a positive impact on the quality of life of low-income citizens.

In connection with the need for clarification of conditions of targeted social assistance the new format of the pension reform, the concept of further modernization of the system of social services, at the initiative of the Minister Duissenova in all regions of the country are the Days of the Ministry of labor and social protection of the population. This week, a Ministry working group meets with the population of South Kazakhstan region.
