In Pavlodar discussed ways of solving the social problems of the regions
In Pavlodar region under the patronage of the Ministry of labor and social security began a two-day national seminar “On implementation of the action Plan to ensure rights and improve the quality of life of people with disabilities in the Republic of Kazakhstan for 2012-2018”.
During the seminar it is planned to discuss existing problems more than 650 thousand Kazakhstani people with disabilities and the measures necessary to address them.
The event was attended by members of the national coordinating Council on social protection of disabled persons, delegations of the regions, composed of the Vice governors for social Affairs, advisors to regional governors on the issues of persons with disabilities, heads of managements of coordination of employment and social programs, and representatives of non-governmental organizations.
The workshop participants are planning to visit a number of social, transport, cultural and sports infrastructure, as well as medico-social institutions of Pavlodar already provided access for people with disabilities. It should be noted that the problem of the adaptation of socially significant objects of vital services to persons with disabilities is gradually being solved. For Kazakhstan is defined as more than 36 thousand such institutions, of which 18 400 (64%) objects had previously been deemed inaccessible. However, in connection with the development of regional plans for the gradual adaptation of data objects already solved the problem of accessibility of buildings of the social sector: clinics, hospitals, schools and social service centers. Today, the level of adaptation reached 62%. For example, in the Pavlodar region is home to more than 28 thousand people with disabilities, accounting for 3.7% of the total population. Certificate of readiness received 1412 objects.
In addition, the problem of accessibility of objects also applies to such important areas as the development of inclusive education. In Pavlodar region was created a network of institutions for the development of inclusive education, which covers 3598 children or 89.3 per cent of the total number of children with special educational needs to attend training.
At the end of last year, the social part of individual programs of rehabilitation of the disabled is made by 92%, professional - by 97%. The amount of funds for rehabilitation of persons with disabilities in the current year amounted to 2748,9 million tenge. More than 90% of persons in difficult situations, provided social service centers providing special social services and social assistance.
Another important topic discussed during the seminar, is work of service of medico-social examination establishes disability. Over the last 10 years was carried out a fundamental transformation of services based on the introduction of the compulsory social insurance. To date, the main purpose of improving the work of services of the MSE is to minimize repeated visits to doctors for persons with disabilities in the survey. In addition, the issue of ensuring the transparency and objectivity of decisions, which should lead to a reduction in the dissatisfaction of citizens with disabilities regarding the results of examinations.
Overall, the seminar will not only exchange of experience in creating barrier-free environment for people with limited mobility, but the discussion of work of local Executive bodies for ensuring employment of persons with disabilities, promoting inclusive education, the question of rendering special social services to disabled people with psychoneurological diseases, the quality of interventions for the prevention and reduction of disability in the Pavlodar region, employment of persons serving sentences in places of deprivation of liberty, the problem of rehabilitation of persons with disabilities within the state social order in partnership with NGO.
