About 80 thousand Kazakhstan citizens rendered assistance in employment
Participants of the Program of development of productive employment and mass entrepreneurship (hereinafter - the program) were 80 thousand people, of which 75 thousand are unemployed (94%), self-employed – 5 million (6%). In the framework of the program more than 48 thousand people were employed on social workplaces, aimed at public works and youth practice. More than 31 thousand people employed through job centres vacancies employers in such occupations as a caregiver, teacher, nurse, mechanic, accountant, fitter, engineer, farmer, electrician, seamstress, driller, electrical technician, boiler operator, welder, etc.
The above programme includes: mass training and skills in occupations in demand and the basics of entrepreneurship, creation of conditions for mass entrepreneurship through credit, the development of the labor market through promotion of employment and support labor mobility.
In the first part of the program will be organized free vocational training on the basis of the colleges with a training period to 2.5 years, especially for young people who after finishing school are not enrolled in educational institutions.
This year it is planned to extend technical and vocational education more than 21 thousand young people of Kazakhstan. The state will pay for their education, to pay a stipend to reimburse expenses for travel and accommodation and also provide disposable hot meals.
In addition, from 1 April on the basis of colleges, training centers NCE "Atameken", training centres, companies started short term vocational training of skilled workers in demand on the labor market, occupations and skills (for the period from 1 to 6 months). Today, on the short courses has already been sent 650 people in Aktobe region 225 people, in Kostanai region 310 people, in Astana – 115 people.
In 5 regions in a pilot mode will be tested short-term vocational training through the mobile training centers. We are currently working on their creation:
in Akmola region at College of agribusiness Chaglinka, College of ecology and forestry, Shuchinsk, Higher College of Kokshetau city;
- in Aktobe region in Kabzinska multidisciplinary College, Kandalashka industrial-economic College Khromtau mining and technical College;
- in East Kazakhstan region, Ayagoz in Polytechnic College, Electrical engineering College of Semey;
- in Kostanay region in Kostanay industrial-pedagogical College;
- in Mangystau region, the regional teaching and methodical study.
To ensure availability of short-term educational courses for residents of remote villages in these regions will also be running mobile training centers. Currently, local Executive bodies shall carry out procedures for the acquisition of special vehicles (in Akmola region are already made purchase of 3 mobile training centers).
In General, such training is planned to cover 26 thousand Kazakh citizens. The first direction of the program allocated 11.6 billion.
Within the second direction of the program since the beginning of the year Fund for financial support of agriculture issued 260 loans from the funds returned under the program "employment Road map 2020".
From may 1 it is planned to begin lending from the funds pledged for the implementation of the program of development of productive employment and mass entrepreneurship. In the cities, the loans will Fund "Damu", and in the villages and small towns the Fund for financial support of agriculture and Agrarian credit Corporation. The amount of the granted credits increased to 8 thousand MCI (up to 18 million KZT) with a period of 5 years (the livestock and agricultural cooperatives up to 7 years) and annual interest rate to 6%. For loans through the Agricultural credit Corporation introduces the mechanism of loan guarantee: up to 85% for start-up entrepreneurs and up to 50% for existing.
In addition, in order to expand the availability of loans reduced the number of documents submitted to obtain them individuals from 30 to 14, and for legal persons - up to 9 documents.
The second direction of the program this year has 38.5 billion KZT. This year it is planned to issue 5.8 million microcredit and to teach the basics of entrepreneurship 15 thousand people.
Active work is being done on realization of the third direction. So, on social jobs employed 12.5 thousand people, more than 28.1 thousand Kazakhstani people are directed on public works, 7.6 thousand young specialists are involved in youth practice.
Special attention is paid to the movement of labor resources between regions. Last week in two districts of South Kazakhstan region in Shymkent was held job fairs where employers from 636 Kostanay, Pavlodar, North Kazakhstan and East Kazakhstan regions presented 1785 vacancies in the fields of production, education, healthcare, governance, agriculture and construction. Following the fairs 672 family decided to move to Northern regions of the country. In addition, between the akimat of South Kazakhstan oblast and akimat of Kostanay, Pavlodar and East Kazakhstan regions signed a Memorandum on cooperation in responding to the demand for labor and increased mobility of the labor market.
To stimulate a voluntary migration, the Government of Kazakhstan has identified 7 regions for the reception of migrants, including repatriates (Akmola, Atyrau, East Kazakhstan, West Kazakhstan, Kostanay, Pavlodar and North Kazakhstan region), and 4 of the region of departure (Almaty, Zhambyl, Mangystau and South Kazakhstan region). People, who want to move in the above regions will get subsidies for relocation and the costs of rental housing within one year. In 2017, the planned subsidies for relocation 2.7 thousand citizens.
For realisation of this direction of the program allocated 9 billion.
