This year in Kazakhstan will create more than 630 thousand jobs

This was at the Interregional business forum "Increasing mobility of the labor market", held in Shymkent, said the Minister of labor and social protection of population of Kazakhstan Tamara Duissenova.

The event was attended by the akim of the South Kazakhstan region, Zhanseit Tuimebayev, Vice-governors of Kostanay, Pavlodar, North Kazakhstan and East Kazakhstan region, akims of cities and districts of SKR, heads of managements of coordination of employment and social programs of the above regions, employment centers, employers etc.

Opening the forum, the Minister stressed that the priority tasks in the sphere of employment of the Head of state defined the creation of new jobs. In this regard, from 1 January 2017 in Kazakhstan, the program on the development of productive employment and mass entrepreneurship (hereinafter - the program), which provides: mass training and skills in occupations in demand and the basics of entrepreneurship, creation of conditions for mass entrepreneurship through credit, the development of the labor market through promotion of employment and support labor mobility.

In the first part of the program will be organized free vocational training on the basis of the colleges with a training period to 2.5 years, especially for young people who after finishing school are not enrolled in educational institutions. In addition, the colleges, training centers of the NCE "Atameken" and the training centers of the enterprises will be conducted short-term vocational training courses (1 to 6 months). To ensure availability of training to citizens living in remote rural areas, will be organized mobile training centers.

Loans for program participants in the cities will be issued by the Fund "Damu", and in the villages and small cities Fund support for agriculture and Agrarian credit Corporation. The amount of the granted credits increased to 8 thousand MCI (up to 18 million KZT) with a period of 5 years (the livestock and agricultural cooperatives up to 7 years) and annual interest rate to 6%. For loans through the Agricultural credit Corporation introduces the mechanism of loan guarantee: up to 85% for start-up entrepreneurs and up to 50% for existing.

The third direction of the program provides for increased targeted support in employment of certain categories of citizens (youth, women and persons with disabilities), increase of mobility of labor resources and development of infrastructure of the labor market.

"We should clearly know in which areas and sectors in which regions will create new jobs, to understand how we should, if possible, to regulate the labor market. Our Ministry jointly with the Central state bodies and regions defined target indicators for the creation of jobs in the projects implemented in the framework of the state and sectoral programs; new legal entities; due to the release of jobs due to natural movement of the labor force (retirement, maternity leave, etc.). We have also signed with the mayors of areas, Astana and Almaty memoranda. The whole country is expected to create more than 630 thousand jobs, which will serve as the reserve for the employment of unemployed citizens seeking help from the state," - said Tamara Duissenova.

The head of the Ministry also noted that in the framework of the modernization of the labor market, the Ministry considers the issues of labor movement between industries to identify occupations that will become obsolete in connection with the introduction of new technologies and industries that can be created new jobs.

"We pay special attention to the issues of mobility of labor resources between the regions. This week for residents of South Kazakhstan region were given the unique opportunity to get acquainted with the vacancies offered by employers of the 4 other regions, and choose a job in their field. Thus, in the framework of the Program of productive employment and mass entrepreneurship we not only give Kazakhstan the opportunity to learn a profession but also provide them with the choice to apply for newly opened jobs, vacancies of employers or to start their own business.

Between areas is also necessary to establish close cooperation and in joint projects in the sphere of industry, agriculture, transport and logistics, trade and services. Therefore, we initiated the holding of this business forum," - said Tamara Duissenova.

The MLSP RK  recalled that in order to stimulate a voluntary migration, the Government of Kazakhstan has identified 7 regions for the reception of migrants, including repatriates (Akmola, Atyrau, East Kazakhstan, West Kazakhstan, Kostanay, Pavlodar and North Kazakhstan region), and 4 of the region of departure (Almaty, Zhambyl, Mangystau and South Kazakhstan region). Labor migrants from the above regions will get subsidies for relocation and the costs of rental housing within one year.

In conclusion, Tamara Duissenova said that in the future, such business forums are planned in Mangistau, Zhambyl and Almaty regions.

The forum was signed a Memorandum of cooperation to meet the demand in the labor force and increased mobility of the labor market between akimat of South Kazakhstan region and akimat of Kostanay, Pavlodar and East Kazakhstan regions.
