The draft order of the Minister of labor and social protection of the Republic of Kazakhstan "On amendments and additions to the orders of the Minister of health and social development of the Republic of Kazakhstan and the Minister of labor and social protection of the population of the Republic of Kazakhstan" was developed in accordance with sub-paragraph 7), 9) and 12) of article 7 of The law of the Republic of Kazakhstan dated April 6, 2016 "On Public Employment".
The purpose of the draft order is to increase the level of employment of certain categories of citizens.
Local Executive bodies, in accordance with the law of the Republic of Kazakhstan "On Public Employment, ensure the implementation of state policy in the field of employment by setting quotas for certain categories of citizens.
However, quotas as a tool for increasing the level of employment remain insufficiently effective.
In this regard, the following is proposed for organizing the relevant work:
1) establish a quota of jobs for persons released from prison and probation in the amount of one to three percent of the number of jobs, in the context of organizations, indicating the size of the established quota;
2) establish an annual quota of jobs for persons with disabilities in the amount of organizations with an indication of the size of the established quota;
3) the employer has the right, within the quota, to employ persons with disabilities in the direction of the employment center or independently;
