Basic principles of the civil service

       The civil service in the Republic of Kazakhstan is based on principles such as:

      - legality;

      - Kazakhstani patriotism;

      - the unity of the civil service system, regardless of the state power’s division into legislative, executive and judicial branches;

      - priority of the rights, freedoms and legitimate interests of citizens over the interests of the state;

      - efficiency, effectiveness, transparency in the activity of state bodies;

      - the equal right of each citizen to be admitted to the civil service;

      - citizens’ voluntary joining the civil service;

      - professionalism of civil servants;

      - meritocracy - recognition of personal merits and achievements of a civil servant, his/her advancement in the civil service career in accordance with his/her abilities and professional training.
