"Innovations in the social security system"

On October 24, 2021, the Law of the Republic of Kazakhstan "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Social Protection of Certain Categories of Citizens came into force.

The document provides for the introduction of benefits to citizens caring for persons with disabilities of group 1, regardless of the cause of disability.

To assign benefits, the applicant applies to the authorized body for the assignment of benefits with an application and the necessary documents:

1) through a state corporation

2) at the initial determination of disability, apply to the ITU division at the place of residence.

3) through the "Electronic Government" web portal.

The applicant (or his representative under a notarized power of attorney), when applying to a State Corporation, provides an application, as well as the following documents:

1) the identity document of the service recipient;

2) a document confirming the establishment of guardianship (guardianship) over the person being cared for – in the case of the establishment of guardianship (guardianship) over the person being cared for;

3) certificate of disability.

For a person identified as a caregiver:

1) a document certifying the identity of the service recipient,

2) a document confirming information about the bank account number in the authorized organization for the issuance of benefits - for identification;

3) information about the absence of the fact of the condition registered in the mental

health center.

The service provider receives information about the applicant's identity documents confirming registration at the place of residence, disability certificates from the relevant state information systems through the gateway of the "electronic government".
